In official documents signed by Prosecutor General Chaika and Director of the FSB Bortnikov addressed to the President of Russia, the liquidation of the transport police is called "fundamentally unacceptable" with reference to the leadership of the Ministry of Internal Affairs (available to Fontanka). Between the lines of these letters, the active phase of the elimination of the internal affairs bodies in transport is hidden. So, recently, the most necessary units for conducting operational activities have already been cut off from this department. But, according to Fontanka, now everything will have to be returned.

“The Ministry of Internal Affairs of the Russian Federation is discussing the issue of liquidating the internal affairs bodies in transport and transferring river, sea and air transport facilities for operational service to territorial police units.

This position is fundamentally unacceptable...” – this is how the letter of the Prosecutor General of Russia Yury Chaika dated December 2 of this year addressed to President Vladimir Putin begins.

For a detailed acquaintance with the document, Fontanka posted it in the public domain. Briefly, the theses of Yury Chaika can be formulated as follows: the work of transport police officers is not only effective, but exceeds the indicators of territorial bodies; the principle of linearity, on which the work of this department is based, must remain unshakable, since transport lines simultaneously penetrate many subjects, and it is not clear how to divide it all.

And it's not even that the Prosecutor General calls such an abolition "non-constructive." In the last line, Chaika literally accuses senior officials: "...actually aimed at weakening the country's transport security." In epic times, after this, they took it in the evening, and in the morning they recognized it. But we live here and now, and therefore the reactions to strategic opinions are felt in Russia undercover.

In addition, Fontanka knows that a similar letter was sent to the president and from FSB director Alexander Bortnikov. The Fontanka journalist was not given this document in his hands, referring to its secrecy. But they said that, unlike the prosecutor's one, it indicated the true reasons for this position of the Ministry of Internal Affairs in relation to its transport structure.

Considering that the Prosecutor General sent the letter on Friday, December 2, and the director of the FSB at the beginning of the next week, the President got acquainted with them by December 9. The practice of decision-making at the highest level involves pauses. Something like an informal service check. Therefore, as the central apparatus of the Ministry of Internal Affairs suggested to the author of the article, “it seems that Deputy Minister Vanichkin will answer for everything.”

Indeed, on December 14, information flashed in the Russian media that the next year would not please the Ministry of Internal Affairs with personnel changes. In particular, the deputy minister of the Ministry of Internal Affairs, who oversees the block of criminal police, Mikhail Vanichkin (by the way, from 2002 to 2006 he was the head of our police department) suddenly went on sick leave, after which he would take a vacation and become a pensioner. Our colleagues attribute this to his son Maxim, a colonel who claims to be the head of the legendary MUR. However, Fontanka's interlocutors advised us to look the other way. In their opinion, the surname of Vanichkin Sr. was just indicated in the letter of director Bortnikov.

Fontanka is sure that such unusual letters did not appear suddenly and not because of a divergence of views on the problem a couple of weeks ago. It's just that the transport police have already passed those structural events that are not visible to journalists. So, for example, at the end of this autumn, the two most secret services were withdrawn from the Department of Transport of the Ministry of Internal Affairs of the Russian Federation for the North-Western Federal District (as, indeed, throughout the country). These are the Bureau of Special Technical Measures (for simplicity, those who listen to phones) and the Operational Search Bureau, that is, outdoor surveillance. They were introduced into the same units in the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region and, accordingly, as of December 15 this year, they already report to the head of the regional Main Directorate, Sergei Umnov.

You don't have to be an operative to understand strangeness. After which the criminal investigation department and the economic police in transport must ask their colleagues for special events. It's like a journalist from one publication asking a friend from another media outlet for a computer for an hour in order to print the material himself.

Active discussions about the liquidation of the transport police broke out in the Ministry of Internal Affairs in September this year. Yes, with such force that the Lubyanka decided to track the progress of this card. Outwardly, such meetings are held under the auspices of constructive dialogues of senior officials, covered by numerous references and statistics. But, as one of the employees of the Ministry of Internal Affairs in the capital told us, “a systemic person must understand that they are fighting for control over the transport complex.”

If, however, we remove the colossal economy in this area and the interests that follow it invisibly, then for the layman, transport, from the point of view of security, is associated only with terrorist attacks or their absence. So it is unlikely that anyone will be able to refute that there were no terrorist attacks in Pulkovo, in the Seaport or at other entry points - railway stations. By and large, this is the main criterion for evaluation. In this regard, I recall how, even under the tsarist regime, the roads were guarded by a special corps of gendarmes, and during the war this service was subordinate to the MGB. Indeed, the news is so arranged that when an explosion occurred in Domodedovo in January 2011, they demolished all the security forces of the airport, despite the fact that a couple of days before the disaster they were recognized as leaders in production.

At the same time, Fontanka heard from the subordinates of the current head of the SZUVDT, Sergei Kostrykin, that at one meeting he warned: “You can be the best, but if it gets cold in Pulkovo, then you and I will wander along a long corridor with our hands clasped behind our backs ".

Rounding off the topic, we emphasize that most likely, the liquidation of the transport police is cancelled. And if so, then the same important technical units taken from her earlier will have to be put back where they came from.

And there is another interesting nuance. Moscow has already started talking about appointing FSB officers to the level of deputy ministers of the Ministry of Internal Affairs. The game in Russia is on a grand scale, and, perhaps, such attempts to reorganize the structures of internal affairs even play into the hands of the state security agencies. This is a reason to take control of a huge department.

It already happened. Let us recall how at the end of 1983, after the death of General Secretary Brezhnev and the power of the chairman of the KGB of the USSR Andropov, under which the entire top of the Soviet police was demolished, and Minister Shchelokov shot himself, the Third Service of the KGB was formed. She began to oversee the organs (today it is the “M” service of the FSB). And it was in those years that colonels and generals of the KGB began to be thrown into leading positions in the police. As the latest news shows, the reduction of the personnel of the Ministry of Internal Affairs in 2016 will be about 110,000 people. Of these, 31,300 are civil servants. Employees of non-departmental security organizations also fall under the dismissal. As for the regional departments, line departments of the transport police, special forces and aviation units, no staff changes are expected here. The process will be completed by the first of October.

According to the new law, the staff of the internal affairs bodies will consist of 1,003,172 employees. This will include:

  • 835 825 - police officers;
  • 5123 - federal civil servants;
  • 162 224 - other persons.

The new law was signed on July 13, 2015. It is assumed that the entire process of reorganization will be completed by January 1 next year.

Budget Constraints

The reason for the planned cuts is banal. There is no money for the maintenance of such a large staff of employees in the department. As noted by the Minister of Internal Affairs of Russia Vladimir Kolokoltsev, since the beginning of 2015, the department's funding has been reduced by more than 100 billion rubles. As a result, one could observe a sharp decrease in social guarantees for police officers.

As a result of previous innovations and changes in legislation, the salaries of employees were almost doubled, at the same time, the necessary measures were taken to ensure social support. Now all these benefits will again become unavailable.

Reforms 2010-2011 and the numerous reviews associated with them were carried out with the aim of improving the quality of the work of the staff and a complete reorganization of the system as a whole. Particular attention was paid to persons holding managerial positions. Under the brand of a radical change in the image and increasing the level of confidence of citizens, even the name of the structure was changed from "police" to "police". The personnel was also reduced by almost 20%. Those who passed the recertification were almost doubled in salary.

However, the expected increase in the quality of work turned out to be a temporary phenomenon. Already by 2013, a noticeable decrease in street crime had stopped, and by the beginning of 2014, it was again rapidly rising.

Individual approach to each of the regions

The criminal situation and the level of crime in different regions of Russia are different, which means that reductions should be carried out taking into account the number of employees necessary to maintain the normal functioning of the system. As Kolokoltsev noted in his statement, everything should be based on an individual approach.

The heads of regional departments will be involved in reducing the number of employees of the Ministry of Internal Affairs in 2016 in various regions. If necessary, posts can be redistributed between services as a result of the changed operational environment. In order to prevent kinks, changes will be controlled from above.

The innovations will not affect the Crimean Federal District, which became part of the regions of the Russian Federation a year ago. In addition, there are no plans to carry out reductions in the Chukotka and Yamalo-Nenets federal districts.

The police are leaving the government

Today, the protection of most of the objects, cultural institutions, private cottages and apartments, government agencies, trade facilities and many other items is entrusted to non-departmental organizations. According to the latest data, under their protection are:

  • 1,000,200 private residential apartments;
  • 414,000 different objects;
  • 43,000 objects of special importance;
  • 66 international airports.

Employees of private security not only fully perform the functions assigned to them, but also assist in solving crimes, actively helping their colleagues. For this reason, it was decided to reduce the number of stationary posts at the facilities of public authorities. If now their number is 3.5 thousand, then in the near future it can be reduced to 262.

It is assumed that mass layoffs will not threaten employees working at centralized security points. The rapid response and detention groups included in the law enforcement system will also remain unharmed. Therefore, persons resorting to the services of private security should not worry.

The details of the upcoming reorganization of departments were discussed last week in the council of the Ministry of Internal Affairs. In his speech, Kolokoltsev emphasized the importance of this issue for each individual citizen of the country. After all, everyone has the right to peace and security, and therefore is personally interested in the correctness of the decisions made.

Some of the members of the public council expressed concern that the reduction of the Ministry of Internal Affairs in 2016 would not be as effective, and as a result, we risk losing professional employees who conscientiously perform their work and take their rightful place in the system. According to the minister, all these issues will be considered on an individual basis, and honored employees will retain their positions. However, demotions are also possible.

The reform of the police bodies in Russia at the moment is more in the nature of optimizing the Ministry of the Interior and does not have any global goals. Even the famous "reform" of President Medvedev eventually resulted in the renaming of the police to the police, without particularly affecting the foundations of the work of this department and without saving it from most of its inherent vices. The reform of the Ministry of Internal Affairs of Russia in 2016-2017: the latest news on the reduction

Police bodies in Russia are extremely bloated, and the number of police officers per capita in our country is one of the highest in the world. The reasons for this are very different, but basically this is due to the police character of the state in principle, when, in order to guarantee an “eternal” stay in power, the ruling group of people does not spare budget money for the police, army and special services, buying the loyalty of these bodies with high salaries and other guarantees. often at the expense of the rest of the population. The second reason is the extensive nature of the fight against crime, when, instead of the effectiveness of law enforcement agencies, the emphasis is on the number of employees.

The budget crisis that has come in recent years is forcing the government to cut spending on all fronts, and even save on the main consumers of budget revenues: officials, the army and the security forces. The situation in which the government finds itself is really difficult for it - in the aggravated conditions, when the population has become impoverished, a strong police force is needed to protect against unrest and an increase in crime, but there is also not enough money to finance the police. To optimize costs, the reform of the Ministry of Internal Affairs of Russia is being carried out, the latest news suggests that the downsizing in the police will still take place, and due to this reduction, the salary of the remaining employees will be slightly increased, that is, the previous amount of money will be redistributed among a smaller number of employees.

At the same time, the government assures that the police will not lose efficiency in their work, and the reduction will be small and will mainly affect private security. However, in any case, the guards come under the control of the National Guard, leaving the Ministry of Internal Affairs.

If we talk about numbers, then by October 1, 2017, one million employees should remain in the police, and about one hundred thousand will be withdrawn from the Ministry of Internal Affairs. Somewhat frightening is the announcement that the principle of remuneration of employees will be based on the effectiveness of each policeman, which means that for the sake of raising salaries, abuses by employees familiar to us and other charms of the “cane” system, including the conviction of the innocent, are quite likely.

Reform of the Ministry of Internal Affairs of Russia in 2016-2017: pension

The reform also affected the system of calculating pensions for retired servants of law and order, as well as the required length of service. Now the size of pensions for this category will depend on the length of service, position and rank, and the minimum length of service will gradually increase from 20 to 25 years. Of course, pensioners of the Ministry of Internal Affairs will continue to be one of the privileged groups of pension recipients, and the amount of payments for them will remain quite high, plus, next year, unlike the main category, indexation of pensions for inflation is provided for such pensioners.

Thus, the reform of the Ministry of Internal Affairs of Russia in 2016-2017 will lead to a reduction in the staff and a revision of the principles of remuneration for the remaining police officers, as well as the principles of retirement. Whether this will change the effectiveness of the police and in what direction is not yet clear, but the main thing to be wary of is abuse by the police in order to increase the formal parameters of their own effectiveness.

With the advent of 2018, changes are coming again at the Ministry of the Interior. Innovations will entail a reduction in staff, a change in job duties and competencies of employees and a tightening of disciplinary requirements.

The reform of the system of the Ministry of Internal Affairs in the current year pursues the following goals:

  • the security of the country during the World Cup;
  • reduction in the number of employees;
  • implementation of state and migration policy;
  • reducing crime;
  • strengthening drug control.

Staff cuts and abolitions

The President limited the staff of the Department of Internal Affairs and reduced it by 10,000 people. This Decree appeared on the portal of legal information on December 31, 2017. According to the document, since the beginning of this year, the staff of the department financed from the budget should not exceed 894,871 people. This requirement does not apply to security and service personnel. So:

  • employees of the internal affairs bodies should be no more than 746859;
  • federal civil servants - 17199;
  • other employees - 130813.

Restructuring, for the most part, concerns the traffic police. As part of the innovations, it was planned to eliminate the traffic police by merging with the traffic police, reducing the staff of private security and patrol service.

It should be noted that employees involved in registration actions and conducting exams for the right to drive a vehicle will not fall under the reduction. And those who are less fortunate will be able to continue their service, but in other departments of the Ministry of Internal Affairs.

However, the Ministry of Internal Affairs of Russia does not confirm plans to abolish the traffic police. The reform will affect the State traffic inspectorate only by reorganizing the work of the department. It is expected to reduce some of the current functions of the inspectorate and increase efficiency by maintaining the number of staff.

The department plans to free the employees of the State traffic inspectorate from paperwork as much as possible: minimizing administrative cases, canceling trips to traffic accidents, abolishing analysis groups. The functions of the traffic police will be limited only to the preparation of protocols on administrative offenses in electronic form.

The main goals of the traffic police reform in 2019 are:

  • creation of a new highly efficient structure;
  • complete eradication of corruption;
  • reduction of budget expenditures;
  • the abolition of a number of leadership positions;
  • ensuring order on the roads;
  • increasing the fleet by combining the two structures;
  • confirmation of the qualification level of each employee.

However, many experts believe that the merger of the two structures: traffic police and traffic police will have a negative impact on future results, as it is associated with the loss of qualified specialists and experienced employees. Moreover, their work specifics are very different, traffic police officers are not even required to know the rules of the road, and training will entail additional financial costs.

At present, the reduction of employees of the department for combating extremism continues not only at the regional, but also at the central level: part of their duties, namely the prevention and counteraction to terrorism, will now be performed by the Russian Guard.

The project of transferring the forensic division of the Ministry of Internal Affairs to the department of federal state unitary enterprises is under consideration. This question has not yet been resolved, the answer to it will become known only after the final adoption of a large-scale reform.

The reformation also affected civil servants of the Ministry of Internal Affairs. Starting this year, accountants, psychologists, personnel officers and financiers will become civil servants.

Changing permissions

Moreover, the number of duties for police officers will be reduced. Now the issuance of passports and driver's licenses will become the prerogative of Rosreestr and the Ministry of Justice.

At the end of 2019, the authority of the fire safety service is expected to be transferred to the Ministry of Internal Affairs. And the duties of the Ministry of Emergency Situations will be taken over by the Ministry of Internal Affairs and the Ministry of Defense. Also, for the implementation of effective departmental control, it is planned to create a management unit of the Ministry of State Security (MGB).

Changes also apply to leadership positions. By order of the President, published back in August last year, Deputy Minister of Justice of the Russian Federation, Sergei Gerasimov, was removed from his post and dismissed. By the way, he was the initiator of maintaining criminal liability for violating law and order during official rallies and toughening penalties for those who repeatedly committed administrative offenses.

Medical service

The changes will also affect the medical care of the Ministry of Internal Affairs. Now not the Ministry of the Interior, but the relevant departments will deal with the treatment of police officers. The police will be transferred to the system of voluntary medical insurance. The reason for this decision was a large number of complaints from the staff of medical institutions belonging to the number of departmental ones about pressure from the security forces to reduce the number of detected occupational diseases. In order to eliminate all suspicions in this regard, it was decided to transfer police officers to service in medical institutions subordinate to the Ministry of Health.

According to experts, such changes will not increase the financial costs of servicing the Ministry of Internal Affairs.

As for the healthcare institutions that were under the jurisdiction of the Ministry of Internal Affairs, they will be transferred to the relevant Ministry, or they will be sold.


In regions:

In some regions of the country, reformation began even before the start of 2019, for example, the Stavropol Territory, in which the main change affected precisely internal discipline. Employees have been advised not to visit places that sell alcohol, including bars and clubs, they have been banned from lending to microfinance institutions, and department heads have been instructed to monitor the living conditions of their subordinates.

Changes will not affect:

  • recruitment procedures;
  • age of entry into the ranks of police officers;
  • systems of penalties and rewards applied to police officers.

The scale of the new reform is obvious, but it is too early to talk about its effectiveness. Based on the results of the work done, amendments are expected, taking into account the recommendations of the Ministry of Internal Affairs, as well as qualitative and statistical performance indicators.

The decree of Russian President Vladimir Putin regulates the total number of employees of the internal service at the level of no more than 1003172 people, who will perform the duties of protecting public law and order, guaranteeing the highest possible level of security with high cost savings. It is worth noting that in 2016 it is expected to reduce the previously established staff of the Ministry of Internal Affairs by 100%. These news appeared on the official portal this year, they are transmitted by the decree of the President of Russia. Related such news for law enforcement officers in the first place, in connection with the introduction of innovations in the state budget.

Today, all payments, financing of the Ministry of Internal Affairs is carried out thanks to the allocation of budgetary funds, which go to the maintenance of the internal service, ensuring the protection of state facilities, in all regions of the country without exception. As noted, 2016 for the internal service of the Ministry of Internal Affairs in the Russian Federation will provide for the reduction of employees to:

  • Total quantity: 1003172 units
  • Number of ATS staff: 835825 units
  • Civilian federal service staff: 5123 units

Thanks to such a decision, a significant part of the objects will be left without proper protection, which causes concern among the administrations and the management apparatus.

In their opinion, 2016, with such a reduction in law enforcement officers in Russia, can bring significant damage to the security of hundreds of thousands of people. Such a decision will be the cause of some declines that will arise as a result of an increase in the number of acts of sabotage on the territory of Russia, and this should also be taken into account.

As a result, it is worth noting that such news from the government and decisions, especially at the present time of political instability, need detailed study and a comprehensive structured analysis. Otherwise, we should expect news of increased instability, numerous sabotage and a general increase in security costs, instead of the expected savings.
