In accordance with paragraph 5 of part 2 of Article 16 of the Law of the Khabarovsk Territory of November 27, 2001 N 349 “On the Government of the Khabarovsk Territory”, in order to improve the economic policy of the Khabarovsk Territory, the Government of the region

decides:

1. Approve the attached Regulations on the Ministry of Economic Development of the Khabarovsk Territory.

about the Ministry of Economic Development of the Khabarovsk Territory

1. General Provisions

1.1. The Ministry of Economic Development of the Khabarovsk Territory (hereinafter also referred to as the Ministry) is an executive body of the Khabarovsk Territory (hereinafter also referred to as the region), performing the functions of developing regional state policy and legal regulation in the field of economic relations, organizing project activities, analysis, forecasting, strategic planning the socio-economic development of the region, including determining the directions and priorities of socio-economic development, mechanisms and methods of effective regulation of the economy, implementation of foreign economic, interregional cooperation in accordance with the legislation of the Russian Federation, including cross-border economic cooperation, and implementing intersectoral management and coordination of activities in the specified areas of other executive authorities of the region.

1.2. The Ministry is controlled and accountable to the Governor, the Chairman of the Regional Government and the First Deputy Chairman of the Regional Government for economic issues, who directly coordinates the activities of the Ministry.

1.3. The Ministry in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, other federal regulatory legal acts, the Charter of the Khabarovsk Territory, laws of the region, resolutions, orders of the Governor of the region, the Government region, other regulatory legal acts of the region, as well as these Regulations.

1.4. The ministry has an abbreviated name - the Ministry of Economic Development of the Territory.

1.5. The Ministry, as part of its activities, interacts with state authorities of the Russian Federation, territorial bodies of federal executive authorities in the region, state authorities of the constituent entities of the Russian Federation, the Chamber of Commerce and Industry of the Russian Federation, diplomatic, trade missions and consular offices of the Russian Federation in foreign countries, executive authorities of the region, local government bodies of municipalities of the region, organizations, public associations of the region, non-profit organizations, organizations of foreign countries, diplomatic, trade missions and consular offices of foreign states in the Russian Federation, other organizations on issues within the competence of the Ministry.

1.6. The Ministry is a legal entity, has an independent balance sheet, personal accounts opened in accordance with the legislation of the Russian Federation, an official seal and stamp with its name, other seals, stamps and forms necessary for the implementation of its activities; may, on its own behalf, acquire and exercise property, personal non-property rights and obligations, act as plaintiff and defendant in courts.

1.7. The costs of maintaining the Ministry are financed from the regional budget.

2. Main tasks of the Ministry

2.1. Determining the priorities of the socio-economic development of the region, directions, methods, mechanisms, stages of their achievement based on the implementation of a unified state policy in the field of strategic planning.

2.2. Forecasting conditions, factors, comparative advantages, restrictions on the socio-economic development of the region for the medium and long term.

2.3. Forecasting and determining the parameters, conditions and factors (industry, investment, labor, spatial, infrastructure, export) of achieving and ensuring sustainable economic growth in the region.

2.4. Organization, coordination and methodological support of the activities of the regional executive authorities, local governments on issues of forecasting the socio-economic development of the region, the implementation of strategic planning documents.

2.5. Forecasting, assessment of the production, investment, financial, tax potential of industries and economic entities, taking into account changes in elements of taxation, mandatory payments, fees, tariffs, application of measures of state financial and non-financial support for entities in the real sector of the economy.

2.6. Organization of program and project management, coordination and methodological support of regional executive authorities, local governments on the formation and implementation of regional state programs and regional projects.

2.7. Development of public-state cooperation on issues of socio-economic development of the region, including through the creation and provision of legal and organizational conditions for assessing the regulatory impact (hereinafter also referred to as RIA) of draft regulatory legal acts of the region, examination and assessment of the actual impact (hereinafter also referred to as FEV) ) regulatory legal acts of the region, methodological support for activities related to conducting RIA of draft municipal acts, examination and FIR of municipal acts.

2.8. Assistance to local governments in determining directions for the development of municipalities that correspond to the main directions of activity of the Regional Government.

2.9. Stimulating local governments to improve the efficiency of their activities through the development and implementation of a performance assessment system.

2.10. Identification of centers of economic growth based on an effective combination of private investment projects, infrastructure facilities, attraction and retention of labor resources, and the formation of sustainable agglomerations. Coordination of the activities of the regional executive authorities, local governments, interested organizations in order to maximize the benefits of the integrated development of growth centers.

2.11. Organization and implementation of monitoring of the comparative position of the region in indicators and practices of socio-economic development of the constituent entities of the Russian Federation, analysis of the results of the implementation of strategic planning documents, preparation of reports by the Governor and the Government of the region in accordance with the requirements of the decrees of the President of the Russian Federation, the Charter of the Khabarovsk Territory.

2.12. Forecasting the balance of the region's labor resources, assessing the standard of living of the population based on monetary income, including wages, social benefits (other measures of state support), determining the cost of living.

2.13. Development and organization of the implementation of a unified state policy on the territory of the region in the field of foreign economic, including cross-border economic, cooperation of the region, interregional relations and exhibition and congress activities of the region.

2.14. Development of the export potential of the region, promoting the diversification of the commodity and geographical structure of the region's exports, stimulating non-resource, non-energy exports.

2.15. Ensuring the implementation of the powers of the Government of the Khabarovsk Territory in the field of public-private partnership (hereinafter also referred to as PPP) and concession agreements, exercising the functions of the authorized executive body of the Khabarovsk Territory in the field of PPP and concession agreements.

2.16. Formation of mobilization preparation of the Ministry and mobilization preparation of the regional economy, preparation of the sustainable functioning of organizations that have a mobilization task in wartime, participation in territorial defense activities.

3. Functions of the Ministry

In fulfillment of the tasks assigned to it, the Ministry carries out the following functions:

3.1. In the sphere of determining the priorities of the socio-economic development of the region, directions, methods, mechanisms, stages of their achievement based on the implementation of a unified state policy of strategic planning:

3.1.1. It is the authorized body for the development of a strategy for the socio-economic development of the region, an action plan for the implementation of the strategy for the socio-economic development of the region.

3.1.2. Carries out:
methodological guidance, organization and coordination of the activities of the regional executive authorities in preparing materials for the development of a strategy for the socio-economic development of the region, an action plan for the implementation of the strategy for the socio-economic development of the region;
justification of the system of strategic goals, objectives, priorities, stages, options for the socio-economic development of the region;
development and adjustment of the strategy for the socio-economic development of the region, an action plan for the implementation of the strategy for the socio-economic development of the region;
development of a system of indicators characterizing the achievement of goals, objectives, stages of the strategy for the socio-economic development of the region;
coordination of the activities of the regional executive authorities on the implementation of national development goals in the territory of the region established by decrees of the President of the Russian Federation, the main directions of activity of the Government of the Russian Federation, including the implementation of national and federal projects in the territory of the region;
development, monitoring of the implementation progress and coordination of the activities of co-executors of state programs of the region, regional projects of the region, related to the sphere of activity of the Ministry;
coordination of the activities of the regional executive authorities on the development and implementation of documents that ensure the rapid development of the Far Eastern Federal District, including the development of individual priority territories;
interaction with the Ministry of the Russian Federation for the Development of the Far East and the Arctic on the development and implementation of documents that ensure the rapid development of the Far Eastern Federal District, including the development of individual priority territories;
monitoring the implementation by the regional executive authorities of the instructions of the President of the Russian Federation to implement the message of the President of the Russian Federation to the Federal Assembly of the Russian Federation;
organizational, technical, information and analytical support for the activities of the Khabarovsk Territory Government Commission for Strategic Development, Selection of State Programs and Projects (hereinafter referred to as the Commission), including councils, expert councils, subcommittees created under the Commission.

3.1.3. Prepares the procedure for developing and adjusting the strategy for the socio-economic development of the region and the action plan for its implementation.

3.2. In the field of forecasting conditions, factors, comparative advantages, restrictions on the socio-economic development of the region for the medium and long term:

3.2.1. It is the authorized body for the development of long-term and medium-term forecasts for the socio-economic development of the region.

3.2.2. Forms:
a system of scientifically based ideas about the directions and expected results of the socio-economic development of the region for the medium or long term;
options (scenarios) for the socio-economic development of the region for the medium and long term;
a system of indicative indicators characterizing the state and dynamics of the socio-economic development of the region.

3.2.3. Carries out:
forecasting the socio-economic development of the region, including by industry and sector of the economy, with the participation of the region’s executive authorities, local governments, as well as enterprises and investors;
assessment of factors and limitations of economic growth of the region for the long term;
determination of the comparative effectiveness of options (scenarios) for the socio-economic development of the region for the medium and long term.

3.3. In the field of forecasting and determining parameters, conditions and factors (industry, investment, labor, spatial, infrastructure, export) achieving and ensuring sustainable economic growth in the region:

3.3.1. Carries out forecasting and analysis of the development of key sectors of the regional economy, identified spatial centers of economic growth.

3.3.2. Organizes and conducts examination, assessment of economic, social, budgetary consequences of the implementation (application) of investment projects, events that have a complex and structural significance for the economic, social, budgetary dynamics of industries, administrative-territorial entities, spatial development zones (centers), the budget system of the region .

3.3.3. Defines:
conditions and factors for achieving and ensuring sustainable economic growth in the region;
target indicators and indicators of economic development of the region, including in the context of economic sectors, identified spatial centers of economic growth, investment, labor, infrastructure, spatial, export growth factors.

3.3.4. Trains:
proposals for the development of economic sectors, modernization of production, support of key sectors of the economy, expansion of infrastructure, product structure and services, renewal of production potential;
proposals on key events, parameters and indicators characterizing the economic development of the region.

3.4. In the field of forecasting, assessment of the production, investment, financial, tax potential of industries and economic entities, taking into account changes in elements of taxation, mandatory payments, fees, tariffs, application of measures of economic stimulation of state financial and non-financial support:

3.4.1. Carries out:
preparation and formation of materials on the economic justification of the revenue side of the regional budget for the next year and planning period;
monitoring the status of payments to the regional budget, arrears in payments, preparing proposals to improve the payment discipline of financial organizations operating in the territory of the region;
development of measures to improve financial and economic efficiency, sustainability of individual sectors of the economy, economic entities of the region;
economic assessment of the tax conditions established and proposed in the region, including analysis of application, assessment of the effectiveness of incentive tax benefits in accordance with the regulatory legal acts of the region;
monitoring the progress of implementation of investment projects that have received priority status in order to receive regional state financial support for investment activities;
examination of investment projects, preparation of opinions on investment projects applying for priority status in order to receive regional state financial support;
coordination of regulated prices and tariffs for services provided by organizations and institutions of the region;
organizational, technical, information and analytical support for the activities of the regional commission on taxation issues in the Khabarovsk Territory.

3.4.2. Trains:
justification for changes in regulatory legal acts of the region on taxes and fees in terms of taxation of subjects of the real sector of the economy;
list of applicants for the provision of state guarantees for inclusion in the draft program of state guarantees of the region.

3.5. In the field of organization, coordination and methodological support of the activities of the executive authorities of the region, local governments on issues of forecasting the socio-economic development of the region, the implementation of strategic planning documents:

3.5.1. Provides general methodological guidance and coordination of work on drawing up forecasts for the socio-economic development of the region.

3.5.2. Forms:
requirements for regional executive authorities for forecasts of types of economic activity (sectors, areas of the economy);
methodological recommendations for developing forecasts for the socio-economic development of the region for the medium and long term.

3.5.3. Prepares the procedure for developing and adjusting forecasts for the socio-economic development of the region for the long and medium term.

3.6. In the field of organizing program and project management, coordination and methodological support of regional executive authorities, local governments on the formation and implementation of regional state programs, regional projects:

3.6.1. Carries out:
methodological support and coordination of the activities of the regional executive authorities on the development, formation, implementation and evaluation of the effectiveness of state programs of the region, including the development of methodological recommendations and guidelines for the development, formation, implementation and evaluation of the effectiveness of the implementation of state programs of the region;
carrying out examination and coordination of draft state programs of the region, including introducing changes to state programs of the region;
monitoring the implementation of state programs of the region;
analysis of the effectiveness of the implementation of state programs of the region, preparation of summary information on the effectiveness of the implemented state programs of the region;
formation of a draft list of state programs of the region for financing from the regional budget for the next financial year and planning period, taking into account the results of assessing the effectiveness of their implementation;
preparation of materials for the selection by the Commission of state programs of the region planned for financing in the next financial year and planning period;
providing methodological assistance to local governments in the development of municipal programs;
methodological support and coordination of the activities of the regional executive authorities on issues of integration of state programs of the region and regional projects;
methodological support of project activities in the Regional Government;
development of standard documents and reporting forms for the implementation of project activities, methodological recommendations and instructions for their use within the framework of project activities;
examination of passports of regional projects for compliance with passports of national projects, passports of federal projects, agreements on the implementation of regional projects, strategic planning documents of the region;
monitoring the implementation of regional projects;
interaction with the project office of the Government of the Russian Federation on the implementation of national projects, federal projects, regional projects;
preparation of proposals for the development of an incentive system for participants in regional projects;
monitoring the receipt and disbursement of federal budget funds within the framework of the federal targeted investment program for financing capital construction projects in the region, including on the basis of agreements with the federal executive authorities of the region;
coordination of the activities of the regional executive authorities on issues of sending budget requests to the federal executive authorities to attract funds from the federal budget;
monitoring the implementation of the list of regional targeted investment projects.

3.6.2. Trains:

the procedure for making decisions on the development of state programs of the region, their formation and implementation;
the procedure for assessing the effectiveness of the implementation of state programs of the region;
a consolidated annual report on the progress of implementation and on assessing the effectiveness of state programs of the region, including for submission by the Governor of the region to the Legislative Duma of the Khabarovsk Territory;
report on the implementation of the list of regional targeted investment projects.

3.7. In the field of development of public-state cooperation on issues of socio-economic development of the region, including through the creation and provision of legal and organizational conditions for RIA projects of regulatory legal acts of the region, examination and FEV of regulatory legal acts of the region, methodological support for activities for conducting RIA projects of municipal acts, examination and FIR of municipal acts.

3.7.1. It is the authorized executive body of the region, responsible for the implementation of the RIA procedure, carrying out regulatory, legal, information and methodological support for the RIA procedure, as well as other functions in the manner determined by the Government of the Territory.

3.7.2. Carries out:
coordination of the activities of the executive authorities of the region and structural divisions of the apparatus of the Governor and the Government of the region to implement the RIA procedure in relation to draft laws of the region, amendments to draft laws of the region, drafts of other regulatory legal acts of the region, examination procedures and FIA of regulatory legal acts of the region;
preparation of opinions on the RIA of draft regulatory legal acts of the region and on the FEV of regulatory legal acts of the region;
conducting an examination of regulatory legal acts of the region affecting the implementation of business and investment activities;
interaction with the Ministry of Economic Development of the Russian Federation in preparing the opinion of the Regional Government during the RIA of a draft regulatory legal act developed by the federal executive body;
organizing the work of the official website for conducting the RIA procedure on the Internet information and telecommunications network;
methodological support for activities related to the examination of municipal acts and OIA of draft municipal acts, including the development of methodological recommendations on the procedure for conducting the examination of municipal acts and OIA of draft municipal acts;
interaction with public associations of entrepreneurs and other non-profit organizations whose activities are related to the development of business activity in the region;
preparation of an annual report on the development and results of the RIA procedure;
preparation and conclusion of agreements on interaction during the RIA procedure with participants in the RIA procedure that are not executive authorities of the region;
formation of a list of normative legal acts of the Khabarovsk Territory, in respect of which an examination of the normative legal acts of the region is being carried out for the corresponding year, and a list of normative legal acts of the Khabarovsk Territory, in respect of which an FIR is being carried out for the corresponding year.

3.7.3. Provides organizational, technical, information and analytical support for the following activities:
Expert Council for Regulatory Impact Assessment under the Ministry of Economic Development of the Khabarovsk Territory;
public council under the Ministry.

3.8. In the field of assistance to local governments in determining the directions of development of municipal formations of the region, corresponding to the main directions of activity of the Government of the region, it carries out:
analysis and forecasting of the socio-economic development of urban districts and municipal districts of the region, development on its basis of directions and mechanisms for state support for the development of the regional economy in a territorial context, including in relation to the border territories of the region;
coordination of the activities of local governments to implement measures aimed at sustainable economic development and ensuring social stability of municipalities;
monitoring the implementation of the values ​​of performance indicators of the activities of local government bodies, including the solution of tasks established by decrees of the President of the Russian Federation and priority areas of activity of the Regional Government;
providing methodological assistance to local governments on the development of concepts, strategies, municipal programs, municipal projects, documents of intermunicipal cooperation in the field of socio-economic development of territories;
creating a list of priority areas for co-financing the expenditure obligations of municipalities of the region and ensuring its forwarding to the Ministry of Finance of the region;
preparation of analytical information for the report of the heads of municipalities of the region to the Governor of the region on the implementation of decrees of the President of the Russian Federation and the implementation of priority areas of activity of the Government of the region;
organizational, technical, information and analytical support for the activities of the council on economic development of municipalities of the region under the Ministry of Economic Development of the Khabarovsk Territory;
organizing and providing methodological support for the regional stage of the All-Russian competition "Best Municipal Practice" in the nomination "Municipal Economic Policy and Municipal Financial Management".

3.9. In the field of stimulating local governments to improve the efficiency of their activities through the development and implementation of a performance assessment system:

3.9.1. Carries out:
conducting a comprehensive assessment of the effectiveness of the activities of local governments of urban districts and municipal districts of the region;
determining indicators and assessing the achievement of urban districts and municipal districts of the region with indicators characterizing the effectiveness of the activities of local governments of urban districts and municipal districts of the region, including building up tax potential;
preparation and posting on the official website of the Khabarovsk Territory and the Government of the Khabarovsk Territory on the information and telecommunications network "Internet" of a consolidated report of the region on the results of monitoring the effectiveness of local government bodies of urban districts and municipal districts of the region for the reporting year;
placement in the state automated information system "Management" of the values ​​of indicators for assessing the effectiveness of the activities of local governments of urban districts and municipal districts of the region, as well as additional indicators for assessing the effectiveness of the activities of local governments of urban districts and municipal areas of the region.

3.9.2. Prepares a draft regulatory legal act of the Khabarovsk Territory on the provision of grants to urban districts and municipal districts of the region in order to encourage the achievement of the best performance indicators of the activities of local governments of urban districts and municipal districts of the region.

3.10. In the field of identifying centers of economic growth based on an effective combination of private investment projects, infrastructure facilities, attracting and retaining labor resources, and forming sustainable agglomerations. Coordination of the activities of the regional executive authorities, local governments, interested organizations in order to maximize the benefits of the integrated development of growth centers:

3.10.1. Justifies the goals, objectives, activities, stages of socio-economic development of centers of economic growth, determines targets and indicators characterizing their achievement.

3.10.2. Organizes, including on the principles of project management, the activities of regional executive authorities, local governments, interested organizations in planning the development of growth centers.

3.10.3. Carries out:
methodological support for the development, implementation and evaluation of the effectiveness of programs (plans) for the integrated development of centers of economic growth in the region;
coordination of the activities of the regional executive authorities, local government bodies, city-forming enterprises to ensure the stable development of single-industry municipalities of the region, as well as interaction with the federal executive authorities and the Institute for the Development of Single-Industry Towns (NGO "Single-Industry Town Development Fund");
monitoring and assessing the values ​​of target indicators of the socio-economic situation of single-industry municipalities of the region;
placement in the state automated information system "Management" of the values ​​of indicators of the socio-economic situation of single-industry municipalities of the region.

3.10.4. Trains:
proposals for the implementation in the territory of the region of measures for the development of centers of economic growth of the region;
proposals for improving the mechanisms of interaction between federal executive authorities and their territorial divisions, regional executive authorities, local governments, investors, development institutions, non-profit organizations and other interested parties in order to ensure the comprehensive development of growth centers.

3.10.5. Develops proposals to determine strategic directions for the comprehensive socio-economic development of single-industry settlements in the region, taking into account federal priorities, as well as measures to achieve them.

3.10.6. Provides local government bodies of mono-settlements of the region with methodological support in the development of activities aimed at involving the population of the municipalities of the region in participating in the implementation of programs for the socio-economic development of mono-settlements.

3.11. In the sphere of organizing and monitoring the comparative position of the region in terms of indicators and practices of socio-economic development of the constituent entities of the Russian Federation, analyzing the results of the implementation of strategic planning documents, preparing reports of the Governor and the Government of the region in accordance with the requirements of the decrees of the President of the Russian Federation, the Charter of the Khabarovsk Territory:

3.11.1. Carries out:
monitoring and control of the implementation of strategic planning documents for the region within the established competence;
monthly summing up of the socio-economic development of the region;
monitoring and comparative analysis of indicators for assessing the effectiveness of the activities of the regional executive authorities and senior officials of the constituent entities of the Russian Federation in accordance with the decrees of the President of the Russian Federation;
methodological support for the activities of the executive authorities of the region and structural divisions of the apparatus of the Governor and the Government of the region on the issues of assessing the effectiveness and efficiency of the activities of the executive authorities of the region and the Governor of the region.

3.11.2. Trains:
the procedure for preparing reports on the implementation of strategic planning documents for the region within the established competence;
annual report on the implementation of the strategy for the socio-economic development of the region;
annual report on the progress of the action plan for the implementation of the strategy for the socio-economic development of the region;
report on the implementation of the forecast for the socio-economic development of the region for the medium term;
report on the implementation of the forecast for the socio-economic development of the region for the long term;
reports on the actually achieved values ​​of indicators for assessing the effectiveness of the activities of the executive authorities of the region and the Governor of the region for the reporting year and their planned values ​​for a three-year period;

an annual report on the results of the activities of the Regional Government, including on issues raised by the Legislative Duma of the Khabarovsk Territory, submitted by the Governor of the Territory to the Legislative Duma of the Khabarovsk Territory.

3.11.3. Generates databases of key indicators characterizing the socio-economic situation in the region, the Far Eastern Federal District and the Russian Federation, for comparative analysis.

3.12. In the field of forecasting the balance of labor resources, assessing the standard of living of the population based on monetary income, including wages, social benefits (other measures of state support), and determining the cost of living:

3.12.1. Carries out:

4. Rights of the Ministry

5. Organization of the Ministry’s activities
