The spring conscription for military service continues in Russia. There is exactly a month left before its end, and the question of the procedure for conscription and its timing remains quite relevant for many. Conscription into the army in 2018 - terms of conscription, start and end dates of the spring and autumn conscription campaigns in Russia.
Conscription in Russia is held twice a year: in spring and autumn. In 2018, the recruitment deadlines remain the same. In general, dates look like this:
From July 16 to September 30, as well as from January 1 to March 31, military registration and enlistment offices cannot conscript anyone into the army.
It is worth keeping in mind that the recruitment periods indicated above are general ones. They are relevant for most conscripts, but in some cases the law makes exceptions. For certain categories of conscripts, the scope of both conscription campaigns may be smaller than for others.
Such exceptions are listed in Article 25 of the Conscription Law:
These are all the exceptions that are listed in the law. All other categories of conscripts are required to appear at the military registration and enlistment office to undergo the events required as part of the conscription on the main dates.
Despite all the proposals to increase the draft age in Russia, there are no changes in the law in 2018. Citizens between the ages of 18 and 27 are still subject to conscription.
A citizen can be called up only after his 18th birthday and cannot be sent to serve when he has celebrated his 27th birthday.
Proposals to raise the conscription age appear quite often, but for now they remain information noise with nothing to follow.
They are not required to do so yet, but such a law, apparently, will be finally adopted very soon.
The essence of the law, which is being considered in the Duma and has already begun to pass the required stages of approval, is that citizens of military age will have to appear at the military registration and enlistment office themselves, even if they have not signed for receipt of summonses.
The rule will work as follows:
For example, if this law is adopted this year, then those young people who do not receive a summons as part of the autumn conscription will be required to appear at the military registration and enlistment office in January-March 2019 and receive a summons for the dates of the spring conscription. If a citizen does not do this, he will automatically be recorded as a draft evader with all the ensuing consequences under the law.
MOSCOW, April 1 – RIA Novosti. The spring conscription for military service begins in Russia on April 1 - a week before the centennial anniversary of the military commissariats.
In this regard, the Russian Ministry of Defense spoke about the peculiarities of sending young recruits to their places of service, and also solemnly canceled the postage stamp.
Russian President Vladimir Putin previously ordered by his decree that from April 1 to July 15, 128 thousand Russian citizens aged 18 to 27 years old who are not in the reserve and subject to conscription are called up for military service. In accordance with the same decree, soldiers, sailors, sergeants and foremen from among the 142 thousand “conscripts” called up to fulfill their military duty a year ago will be dismissed from military service. At the same time, the Russian Armed Forces will not lose in numbers.
Since January 1, the regular number of military personnel is 1 million 13 thousand 628 people. Of these, even today, even without taking into account officers, warrant officers and midshipmen, the majority are contract soldiers. By 2020, the Ministry of Defense plans to increase the number of soldiers, sailors, sergeants and foremen serving under contract to 499.2 thousand people.
Since 2012, the norm for each spring and autumn conscription has not been set at more than 155.5 thousand recruits. For the first time, the number of contract soldiers (about 300 thousand) exceeded the number of conscripts (about 280 thousand) in the spring of 2015.
Deputy Prosecutor General of Russia - Chief Military Prosecutor Valery Petrov, at a meeting with students on March 28, said that currently more than 240 thousand people are serving in the RF Armed Forces by conscription, and 360 thousand soldiers, sailors, sergeants and foremen are under contract. He added that in 2017, more than 17 thousand conscripts decided to enter into a contract for further military service, in the first quarter of 2018 - almost 2.5 thousand.
The Russian Ministry of Defense has already begun to celebrate the 100th anniversary of the creation of military registration and enlistment offices by canceling a postage stamp with a face value of 25 rubles with the image of a large emblem of the Main Organizational and Mobilization Directorate (GOMU) of the General Staff of the Russian Armed Forces. It is also planned to mark the date by issuing a commemorative coin and publishing a military historical work, “Military Commissariats: History of Creation and Development.”
The work of the volost, district, provincial and district commissariats for military affairs established by decree of the Council of People's Commissars of the RSFSR on April 8, 1918 made it possible to staff the newly created Red Army with privates and command personnel, arm it and provide it with everything necessary for conducting combat operations. During the Great Patriotic War, military registration and enlistment offices drafted more than 30 million people into the army and navy, mobilized many thousands of pieces of equipment from the national economy, and provided universal military training for citizens of the USSR.
Today, military commissariats are involved in maintaining the combat and mobilization readiness of the RF Armed Forces and other law enforcement agencies, preparing young people for military service, providing social protection for military pensioners, and families of fallen servicemen.
This work is not particularly visible to a wide range of people. For a significant part of Russian society, military registration and enlistment offices and the structure that governs them - GOMU - become the object of attention during the period of conscription campaigns - from April 1 to July 15 and from October 1 to December 31. It is the military commissariats that are the working bodies that are responsible for organizing conscription events, ensuring the work of conscription commissions headed by top officials - from local governments to regions.
North without "Spring 2018"
The acting head of GOMU, Lieutenant General Yevgeny Burdinsky, spoke to the media on March 30 with explanations on the issues of conscription, called “Spring 2018”. He called one of the features of the current spring campaign a significant reduction in the number of conscripts.
“If in the spring of 2017 142 thousand recruits were sent to the troops, then 128 thousand people are subject to conscription for the upcoming campaign, which is 10% less. The reduction in the norm is primarily due to the increase in the share of contract servicemen in the Armed Forces,” Burdinsky emphasized.
He noted that, in accordance with Russian legislation, the spring conscription will not be carried out in all regions and not in all municipalities: “This applies to the Komi Republic, the Nenets and Yamalo-Nenets Autonomous Okrugs, as well as a number of municipalities of the Kamchatka, Krasnoyarsk, Perm Territories, Amur, Irkutsk, Magadan and Sakhalin regions, where conscription is carried out only once a year."
If people of conscription age living in these territories do not want to wait for the fall and really want to put on a military uniform in the spring, then, as the general explained, they can “register at their place of residence in another locality or subject of the Russian Federation, where conscription is carried out in the spring, and become a military registration at the relevant military commissariat."
Burdinsky stated that “with the growing popularity of military service, the number of requests from citizens who previously did not undergo it for health reasons and were transferred to the reserve, now wanting to serve, has increased.” Many of them, as the general said, had improved health, but the legislation did not allow them to be called up for service.
He noted that in December last year the president signed a law according to which “these citizens, upon reaching the age of 27, can be called up for military service after a medical examination.”
Burdinsky predicts that “about 3 thousand of these young people will be able to fulfill their military duty, and after dismissal, take advantage of all the rights and social guarantees that the legislation of the Russian Federation provides them.”
Chief Military Prosecutor Petrov said that the prestige of military service is growing, “and young people are less likely to try to avoid military service - the number of so-called draft dodgers and runners has decreased by almost 30%.
He noted that evading military service without good reason can put an end to a subsequent career.
“For more than four years now, a federal law has been in force ... on increasing the prestige and attractiveness of conscript military service, which established a ban on the entry into civil service of citizens who have not completed conscription military service without legal grounds,” he said.
For the especially gifted
In the Armed Forces of the Russian Federation, the number of scientific companies increased from 12 to 16 - due to the creation of four intellectual divisions in the Era technopolis. Representatives of research organizations and universities of the Ministry of Defense will select especially gifted conscripts who are inclined to scientific work.
Outstanding conscripts will also be selected for four companies of the Central Army Sports Club (CSKA) from among the candidates for the Russian Olympic teams. During the Autumn 2017 call, there were 180 such people.
There are currently no legislative initiatives to increase the length of service and raise the age limit for conscription. In the spring and summer of 2018, citizens of the Russian Federation from 18 to 27 years old will be conscripted for military service for 12 months.
At the same time, holders of diplomas of higher and secondary specialized education have a choice: either serve a year of conscription or enter into a contract for a longer period. There is also an alternative civil service, but due to the small number of people willing to undergo it, this type of service, apparently, can only be considered from the point of view of statistical error.
On March 21, the State Duma adopted in the first reading a bill that will help young people who have undergone pre-conscription training. Deputies want conscription commissions, when determining types of armed forces and branches of the military, to take into account the skills acquired by conscripts in military-applied organizations.
The spring summons from the military registration and enlistment office with a call to serve “urgent” in the RF Armed Forces will not come to employees of Russian state law enforcement agencies. Holders of outstanding criminal records, convicted and serving sentences, defendants and persons under investigation are not subject to conscription. Also, people who have not passed a medical examination will not be called up. In addition, the call will not apply to registered married fathers of two or more children or single fathers.
A deferment from conscription is granted to people who have reached the age of majority while studying at school, a secondary vocational education institution, or a university full-time. It is also given for caring for a sick relative, a heavily pregnant wife, and for graduate students to defend their dissertations. To obtain it, you must submit the relevant documents to the military registration and enlistment office.
Another conscription campaign will soon begin in Russia. What are the deadlines for the autumn conscription of 2018, if any innovations, experts say.
Young people of military age must prepare for military service in the ranks of the Armed Forces of the Russian Federation. The dates for the autumn conscription have been approved, the Ministry of Defense reminds that conscription can only be carried out during this period, any deviations are considered illegal.
All adult male citizens of the country who have no contraindications due to their status or health must serve in Russia. Future conscripts must undergo a whole range of important events that are strictly necessary for everyone:
Let us immediately note that everything you need to know about the fall conscription into the army is contained in the federal law “On Military Duty and Military Service.” It also talks about the timing of the recruitment campaign.
According to Article 25, the autumn conscription this year will begin as usual on October 1 and will last three months, until December 31. It is worth noting that before the start of the conscription campaign, as a rule, a special decree of the President of Russia is issued, on the basis of which this campaign is carried out. In particular, in it the head of state (also the supreme commander in chief) determines the required number of conscripts.
But not for all young people the autumn conscription begins on the first day of the second autumn month. So, the exceptions are:
In 2018, as before, young people will have to spend 1 year in the military. Previously, the media scared young men that the term could be increased to 1 year and 8 months, but this information has not been confirmed by anything: the Ministry of Defense is not yet going to make any changes.
After receiving the summons, a strict medical examination will follow; all future privates of the Russian army will certainly undergo it, except for those with a legal deferment. The medical commission, after a thorough comprehensive examination, will make a decision on whether the conscript is fit for full service in the army. In total, current legislation provides for 5 categories of fitness for military service:
It happens when the commission cannot make an unambiguous decision due to various controversial circumstances. In this case, the conscript is redirected to an inpatient or outpatient examination at a licensed medical institution. After complete treatment and the decision of the doctors, a new conscription period is set. The next important step in joining the army will be a medical report. A qualified draft commission will make its final verdict on the conscript. According to this conclusion, the future soldier is sent to send:
Russian legislation provides for enlistment in the reserve upon reaching 27 years of age. From now on, a man is not subject to military service, regardless of his state of health.
The modernization of the Russian army (including the principles and conditions of conscription) began several years ago; a lot of new things have appeared in the army, but no global changes are expected in the fall conscription of 2018.
The innovations that appeared earlier were, let us recall, the creation of scientific companies. Only senior students and university graduates can be included in them, and on a competitive basis: in the scientific division of the RF Armed Forces there are only 12 companies with a total number of about 600 people (0.2% of all conscripts), the competition is currently 25 young men per place .
The conditions for military service have become more comfortable: a soldier is allowed to have a mobile phone (can be used at certain hours), after lunch he is entitled to a “quiet hour” - free time that can be spent at his own discretion, and lights out begins half an hour later.
Conscripts are provided with travel toiletries (soap, shampoo, creams and other hygiene products). University graduates can sign up for contract service instead of military service: they will have to stay in the army longer - 2 years, but such service has a number of advantages (vacation, salary payment, etc.).
The number of recruits who will be called up in the fall of 2018 has not been announced. In the spring, 128,000 young people enlisted in the army.
In 2018, a potential conscript can join the following branches of the military:
The specialty that the conscript possessed and his state of health are important. Traditionally, only the strongest and most physically resilient young people with a strong psyche and good health are accepted into the Airborne Forces.
A citizen will not be required to join the army in 2018 if he:
There is a major limitation - if a citizen nevertheless decides to resign from there, but at that moment he is under 27, then he will definitely receive a mandatory summons from the military registration and enlistment office!
The following will be avoided from conscription into active military service:
There are several other categories of citizens who may not legally serve in the army - foreigners who served in the armed forces of another state and future military personnel who lost their older brothers during military clashes in hot spots. They will take you into the army if you have been expelled from a university and are studying by correspondence.
The diseases for which people are not accepted for military service are quite numerous. They can be divided into several large subgroups.
Disorders of the musculoskeletal system with which they are not accepted into the army - scoliosis of the 2nd degree with a deformation of at least 11 degrees, flat feet, called bear foot in the 3rd stage, deformities and other diseases of the hands or feet - for example, the absence of several fingers, arthrosis and arthritis of the second degree or higher, affecting the legs.
Poor vision is an important barrier to military service: cataracts, retinal detachment, severe myopia more than -6, progressive farsightedness, glaucoma, eye injuries or the absence of one eye.
If a conscript has hypertension - pressure exceeding the threshold of 150 to 90,
chronic vegetative-vascular dystonia, which is quite severe - periodic fainting and constant dizziness, the presence of heart disease and ischemia. We have listed the most important deviations that occur in real practice.
The presence of chronic otitis media and complete deafness can become an insurmountable obstacle to military service.
Difficulties with the digestive system may well lead to a delay in military service. Such a reason may be a hernia that limits intestinal patency, pancreatitis in its chronic form, stomach and duodenal ulcers, hemorrhoids. Gallstone disease is a serious disease that interferes with service.
Conscripts with chronic enuresis, urolithiasis and hydrocele, sexual dysfunction and hyperplasia are not accepted into the army.
An obstacle to serving will be stuttering, which seriously distorts speech, diabetes mellitus, and obesity above the 2nd degree. Patients with chronic hemorrhoids, tuberculosis, HIV, hepatitis, and cancer are also not useful in combat service. Mental problems are a serious reason for exemption from the army:
The presence of chronic alcoholics and drug addicts in the army is contraindicated, but it will be strictly necessary to confirm the presence of constant persistent addiction, which is confirmed by relevant documents!
A deferment for a potential military personnel is just a temporary opportunity to avoid the obligation to serve in the army. Along with its completion, you will have to repay your debt to your homeland. The following are the official grounds for not going to work for a strictly defined period:
The deferment will be carried out only if the necessary documents are available - a diploma of education, a certificate of admission to graduate school, a medical certificate indicating the presence of serious health problems
The number of deferments available is unlimited - you can get them not only after graduation, but also when the student transitions from the bachelor's to the master's degree system. You can only take advantage of a deferment for conscription when studying at an officially licensed institution!
Ecuadorian authorities have denied Julian Assange asylum at the London embassy. The founder of WikiLeaks was detained by British police, and this has already been called the biggest betrayal in the history of Ecuador. Why are they taking revenge on Assange and what awaits him?
Australian programmer and journalist Julian Assange became widely known after the website WikiLeaks, which he founded, published secret documents from the US State Department in 2010, as well as materials related to military operations in Iraq and Afghanistan.
But it was quite difficult to find out who the police, supporting by the arms, were leading out of the building. Assange had grown a beard and looked nothing like the energetic man he had previously appeared in photographs.
According to Ecuadorian President Lenin Moreno, Assange was denied asylum due to his repeated violations of international conventions.
He is expected to remain in custody at a central London police station until he appears at Westminster Magistrates' Court.
Former Ecuadorian President Rafael Correa called the current government's decision the biggest betrayal in the country's history. “What he (Moreno - editor’s note) did is a crime that humanity will never forget,” Correa said.
London, on the contrary, thanked Moreno. The British Foreign Office believes that justice has triumphed. The representative of the Russian diplomatic department, Maria Zakharova, has a different opinion. “The hand of “democracy” is squeezing the throat of freedom,” she noted. The Kremlin expressed hope that the rights of the arrested person will be respected.
Ecuador sheltered Assange because the former president had left-of-center views, criticized U.S. policies and welcomed WikiLeaks' release of secret documents about the wars in Iraq and Afghanistan. Even before the Internet activist needed asylum, he managed to personally meet Correa: he interviewed him for the Russia Today channel.
However, in 2017, the government in Ecuador changed, and the country set a course towards rapprochement with the United States. The new president called Assange “a stone in his shoe” and immediately made it clear that his stay on the embassy premises would not be prolonged.
According to Correa, the moment of truth came at the end of June last year, when US Vice President Michael Pence arrived in Ecuador for a visit. Then everything was decided. “You have no doubt: Lenin is simply a hypocrite. He has already agreed with the Americans on the fate of Assange. And now he is trying to make us swallow the pill, saying that Ecuador is supposedly continuing the dialogue,” Correa said in an interview with the Russia Today channel.
The day before his arrest, WikiLeaks editor-in-chief Kristin Hrafnsson said that Assange was under total surveillance. “WikiLeaks uncovered a large-scale espionage operation against Julian Assange at the Ecuadorian embassy,” he noted. According to him, cameras and voice recorders were placed around Assange, and the information received was transferred to the Donald Trump administration.
Hrafnsson clarified that Assange was going to be expelled from the embassy a week earlier. This did not happen only because WikiLeaks released this information. A high-ranking source told the portal about the plans of the Ecuadorian authorities, but the head of the Ecuadorian Foreign Ministry, Jose Valencia, denied the rumors.
Assange's expulsion was preceded by the corruption scandal surrounding Moreno. In February, WikiLeaks published a package of INA Papers, which traced the operations of the offshore company INA Investment, founded by the brother of the Ecuadorian leader. Quito said it was a conspiracy between Assange and Venezuelan President Nicolas Maduro and former Ecuadorian leader Rafael Correa to overthrow Moreno.
In early April, Moreno complained about Assange's behavior at Ecuador's London mission. “We must protect the life of Mr. Assange, but he has already crossed all boundaries in terms of violating the agreement that we came to with him,” the president said. “This does not mean that he cannot speak freely, but he cannot lie and hack.” ". At the same time, back in February last year it became known that Assange at the embassy was deprived of the opportunity to interact with the outside world, in particular, his Internet access was cut off.
At the end of last year, Western media, citing sources, reported that Assange would be charged in the United States. This was never officially confirmed, but it was because of Washington’s position that Assange had to take refuge in the Ecuadorian embassy six years ago.
In May 2017, Sweden stopped investigating two rape cases in which the portal’s founder was accused. Assange demanded compensation from the country's government for legal costs in the amount of 900 thousand euros.
Earlier, in 2015, Swedish prosecutors also dropped three charges against him due to the expiration of the statute of limitations.
Assange arrived in Sweden in the summer of 2010, hoping to receive protection from American authorities. But he was investigated for rape. In November 2010, a warrant was issued for his arrest in Stockholm, and Assange was put on the international wanted list. He was detained in London, but was soon released on bail of 240 thousand pounds.
In February 2011, a British court decided to extradite Assange to Sweden, after which a number of successful appeals followed for the WikiLeaks founder.
British authorities placed him under house arrest before deciding whether to extradite him to Sweden. Breaking his promise to the authorities, Assange asked for asylum at the Ecuadorian embassy, which was granted to him. Since then, the UK has had its own claims against the WikiLeaks founder.
The man was re-arrested on a US extradition request for publishing classified documents, police said. At the same time, Deputy Head of the British Foreign Ministry Alan Duncan said that Assange would not be sent to the United States if he faced the death penalty there.
In the UK, Assange is likely to appear in court on the afternoon of April 11. This is stated on the WikiLeaks Twitter page. British authorities are likely to seek a maximum sentence of 12 months, the man's mother said, citing his lawyer.
At the same time, Swedish prosecutors are considering reopening the rape investigation. Attorney Elizabeth Massey Fritz, who represented the victim, will seek this.

According to tradition, military conscription should be carried out annually not only in the fall, but also in the spring. Moreover, the names fully reflect the timing of the mass military conscription.
Recruitment commissions, as before, must begin their activities within established deadlines, which are determined at the legislative level, but with certain nuances.
The period is determined by the current laws of the Russian Federation. It is noted that the start is on April 1st. Despite the fact that this date is initially associated with humor and fun, April Fool's Day, conscripts and their close relatives perceive the day differently. On April 1, the procedure for further conscription into military service in the army should begin, and the first priority is a full check of the state of health, deviations of which may be recorded unexpectedly for the person himself.
The duration remains 3.5 months. Thus, the spring conscription starts on April 1st and ends on July 15th.
Graduates of higher educational institutions who have successfully defended their theses receive a deferment until August 31st. Despite this, all graduates receive summonses at the beginning of the summer.
