The special law “On Weapons” explains in detail what criteria must be met to obtain a weapons permit. It also lists who should not count on the issuance of a permit.

What to do before getting a license

Obtaining permission to civilian weapons will require preliminary preparation. Before contacting the licensing authority you must:

  • learn how to use it in special courses and receive the appropriate certificate there (after successfully passing the theoretical and practical parts);
  • undergo a medical examination and obtain the necessary certificates from specialists;
  • install a safe at home where weapons will be stored;

  • pay a one-time fee for the purchase of weapons (depending on its type, the amount of the fee for an individual ranges from 10 to 200 rubles).

Citizens should note that since January 2017, a medical certificate confirming the absence of any contraindications to the purchase of weapons is issued according to new form N 002-О/у. It is drawn up on the basis of expert opinions and laboratory tests:

  • examination by an ophthalmologist;
  • examination by a psychiatrist-narcologist;
  • examination by a regular psychiatrist;
  • blood test (to determine the quality and quantity of CDT).

The validity of the certificate is limited to one year. And this is not the only medical report that you must present future owner weapons. The second required document is a certificate (form N 003-О/у) confirming the absence of psychotropic and narcotic substances in the bearer’s body. The conclusion is made based on a urine test.

Where and how is a permit issued?

Licenses for the acquisition and storage of weapons are issued special units Ministry of Internal Affairs - departments of licensing and permitting work (LRR). Documents for issuing a license

Collecting the required documents to obtain a license will not be difficult. OLRR employees must present:

  • completed application;
  • original and photocopy of Russian passport;
  • two medical reports:
    1. certificate in form N 002-О/у;
    2. certificate in form N 003-О/у;
  • two photographs of the applicant measuring 3 x 4 cm;

When requesting permission to store weapons, a citizen must attach to the application a report from the district police officer confirming the presence and proper installation of a safe. The rules state that you need to pay a separate one-time fee. For individuals its size is small - from 10 to 50 rubles. Only after receiving this document will the citizen have the opportunity to buy ammunition.

Special condition for issuing a license for rifled weapons

The rules for issuing licenses for rifled and smooth-bore weapons are different. These types differ in the accuracy and power of hitting the target. The rifling inside the barrel allows you to shoot your prey or hit a target from a further distance.

Buy a weapon

Renewal of permit

Passing an exam on knowledge of the conditions of storage, use and carrying of weapons

Citizens wishing to purchase a weapon for the first time must go through special course training. At the end of the course, an exam on knowledge of weapons legislation is taken.

And finally, the long-awaited permit for rifled weapons is issued. It is valid for five years, after which the entire procedure will have to be completed again.

Grounds for legal refusal to obtain a license

The application must be submitted three months before the expiration date of the permit, otherwise the extension may be denied. Its validity period, as mentioned above, is five years.

In this case, you must provide the same documents that were submitted to the LRO when you first received a license. In this case, you will have to re-pass the medical examination, as well as re-pass the exam on the ability to properly handle weapons.

In addition to the documents, you will need to provide the gun itself. The expert will check its serviceability and also make sure that unacceptable changes have not been made to the design of the weapon.

Possible reasons for refusal to renew a permit
