1. In section 1 "Positions of employees entered by types of institutions":

FOR THE PREVENTION OF HIV TRANSMISSION

FROM A MOTHER TO A CHILD IN THE RUSSIAN FEDERATION

1. General Provisions

1.1. The Coordinating Council of the Ministry of Health of Russia for the Prevention of Mother-to-Child Transmission of HIV in the Russian Federation (hereinafter referred to as the Council) is a coordinating body and is created by the Ministry of Health of the Russian Federation.

1.2. The Council includes representatives of scientific and educational medical, medical and preventive institutions and structural divisions of the Ministry of Health of Russia. Representatives of international organizations and foundations on HIV/AIDS problems take part in the work of the Council.

1.3. In its activities, the Council is guided by the legislation of the Russian Federation, regulatory legal acts of the Ministry of Health of Russia and this regulation.

1.4. The Council considers it necessary to take into account the experience in the field of prevention of vertical transmission of HIV infection in the Russian Federation and the recommendations of international UN organizations: UNDP, UNAIDS, UNICEF, UNFPA, etc.

2. Tasks and functions

2.1. The main task of the Council is organizational and methodological activities to implement comprehensive measures in the field of preventing vertical transmission of HIV infection in the Russian Federation, as well as to address issues of improving medical care for pregnant women and children with HIV infection.

2.2. In accordance with the tasks, the Council performs the following functions:

— assists in the development of a strategy for the development of medical care for pregnant women and children with HIV infection, prevention of vertical transmission of HIV infection;

- prepares proposals for draft orders, instructions and methodological documents of the Ministry of Health of Russia on this issue and participates in the preparation of decisions, the development of recommendations and proposals on prevention and organization of medical care for pregnant women and children with HIV infection;

— contributes to the definition of priority areas for development to improve the efficiency of medical care for pregnant women and children with HIV infection;

— analyzes the organization of preventive measures and the quality of medical care for pregnant women and children with HIV infection;

— provides organizational and methodological guidance and practical assistance to heads of medical institutions, specialists in the prevention of mother-to-child transmission of HIV infection;

- prepares proposals for conducting scientific research in this area;

— develops criteria for assessing the health status of children with HIV infection;

— prepares proposals for the formation of educational programs for specialists on the prevention of vertical transmission and medical care for pregnant women and children with HIV infection;

– participates in the organization of scientific and practical conferences, meetings and seminars;

- interacts with public organizations, mass media in order to provide information to the population, especially adolescents and youth, on the prevention of the spread of HIV / AIDS;

— participates in decision-making on the provision of psychological and social assistance to families raising HIV-infected children, HIV-infected orphans, children born from HIV-infected mothers, etc.;

— participates and supports the implementation of international projects to prevent the transmission of HIV infection from mother to child.

3. Rights of the Council

3.1. The Council has the right:

- request and receive from the health authorities of the constituent entities of the Russian Federation, educational and research institutions subordinate to the Ministry of Health of Russia, medical institutions materials on issues within its competence;

- make proposals for the development of regulations, orders and other regulatory legal acts on issues within the competence of the Council;

— hold meetings with the invitation of the heads of research and educational medical institutions, as well as medical institutions and other organizations.

4. Structure and organization of the activities of the Council

4.1. The Council is created and its composition is approved by the Ministry of Health of the Russian Federation.

4.2. The general management of the work of the Council is carried out by the Chairman.

4.3. The Council determines the main directions of its activities, develops work plans. Council meetings are held as needed, but at least once every six months.

4.4. The meeting of the Council is considered competent if at least half of its members are present.

The meeting of the Council is chaired by the Chairman of the Council or one of his deputies.

Decisions of the Council are taken by a majority of votes of its members present at the meeting and are documented in a protocol signed by the Chairman of the Council. The dissenting opinion of the members of the Council who voted against the adopted decision shall be stated in writing and attached to the decision of the Council.

4.5. Meetings of the Council are documented in minutes, which is kept by the executive secretary of the Council. Documents are formed into files and stored in the Department of Organization of Medical Assistance to Mothers and Children.

4.6. Each member of the Council is notified of the planned meeting no later than five days in advance.

The names of the professions of workers that are not provided for by the tariff and qualification characteristics for industry-wide professions of workers are established in accordance with the names contained in the Unified Tariff and Qualification Directory of Works and Occupations of Workers (ETKS).

In the staff list of the institution, vacant positions are indicated by their basic name, for example, accountant, economist, engineer.

The names of positions occupied by specific employees are determined based on the compliance of their qualifications with the requirements provided for by the tariff and qualification characteristics for industry-wide positions of employees, for example, a specialist (economist, accountant, engineer) with a higher professional education and 4 years of experience as an economist, in the staff list of the institution, the position will be called an economist of the II category, etc.

3. 1. The position of the chief accountant is established in each accounting department.

2. The positions of deputy chief accountants are established in the accounting department, which is subject to paragraphs 4 - 8 of these staff standards:

From 11 and above positions of accountants - 2 positions.

2.1. Additionally, the position of deputy chief accountant may be introduced at the expense of one of the positions of group leaders in centralized accounting departments with a total number of beds over 2100 and the number of medical positions over 420 in the serviced institutions.

2.2. Additionally, the position of deputy chief accountant may be introduced in institutions that carry out tax and statistical accounting operations.

3. The position of the head of the accounting group is established for each functional group, which, according to paragraphs 4 - 8 of these staff standards, is entitled to at least 6 positions of accountants, instead of one of them.

4. The positions of accountants for accounting and costing food products are established at the rate of 1 position for 300 beds in medical institutions with a bed fund, and places in orphanages.

5. The positions of accountants for accounting of material assets are established at the rate of 1 position for:

300 beds in medical and preventive institutions with bed capacity and places in orphanages;

100 medical positions in institutions without beds.

6. The positions of accountants for settlements with workers and employees are established at the rate of 1 position per 200 full-time positions in the serviced institutions.

7. The positions of accountants in financial accounting are established at the rate of 1 position for:
