In the Supreme Council of the Russian Federation, he was a member of the deputy commission to investigate the causes and circumstances of the attempted coup d'état in the USSR in August 1991. After graduating from high school, he worked as a fitter and served in the army. In 1968 he graduated from the Faculty of Law of the Irkutsk State University. From 1968 to 1987 he worked as a judge of the Khakass regional court, deputy chairman of this court. In 1979 he defended his Ph.D. thesis at Tomsk State University on the topic: "Legislation on Autonomous Regions (State-Legal Research)". Since 1987 - Head of the Department of History of the USSR and Jurisprudence of the Abakan State Pedagogical Institute.
On March 18, 1990, he was elected People's Deputy of the RSFSR for the Altai Territorial District No. 212. In 1990–93 he was Deputy Chairman, then Chairman of the Committee on Legislation of the Supreme Council of the Russian Federation, member of the Presidium of the Supreme Council of the Russian Federation, member of the Constitutional Commission of the Russian Federation.
