It seems to me that the "City of Childhood" is one of the brightest residential complex projects in the Leningrad region. On my own behalf, I want to add that the area is promising. Near various shops, there is a school and a kindergarten. The roads are good. In general, Kommunar itself is a very quiet and friendly city. And there is no such fuss as in St. Petersburg. everything is very measured but at the same time lively. I personally like these areas.

In general, everything is so critical and pessimistic about you, as if you need to live either in the very center, or right in general in super eco-friendly places, and that's all they say .. But they are being built everywhere and make the conditions as comfortable as possible for living. So here too. They tried their best on the appearance, added colors, made it interesting. Economy class accommodation, prices are very affordable. The complex was built on the outskirts of an industrial city, so of course the ecology is not sugar, but to relax for example, you can just drive away to the Gatchina region and that's all. The quality of construction is not bad, the layouts are normal. So I don’t see horror-horror!

At the moment, my family and I are thinking about buying a new apartment. We are looking at houses in the Moscow and Leningrad regions and, after several hours of working with a search engine, we stumbled upon a developer company LLC "SNV North-West". The first thing that attracted me was the moderate cost of a 2-room apartment (from 2,142,500 rubles) with an area of ​​57 sq.m. Yesterday I was lucky enough to visit the construction site of the Residential Complex "City of Childhood": construction is in full swing and, in my opinion I believe that the house will be handed over within the approved time frame. Thus, the residential complex satisfies all our needs, and we are planning to buy a home as a last resort. I would like to wish the administration of the company success in their activities and thank you for helping people find their own corner.

Low-rise economy class residential complex on a distant periphery. The industrial Kommunar is spread around, getting to the city and the nearest attractive natural areas is not too easy. The advantage can be low cost and bright design, as well as relative reliability. Projects of this class with short implementation periods will suffer the least from the crisis, because building these houses is not difficult, and ultra-low, by the standards of the surroundings of St. Petersburg , the price will attract impoverished buyers. The third stage is being built almost simultaneously with the first and second, both of them should be commissioned next year, 2016. True, the developer is not among the most eminent and reliable, and therefore there is a chance of postponing the deadlines for this complex.

START North-West is going bankrupt, in November last year, the arbitration instituted a monitoring procedure for the developer. In December, deceived equity holders already staged a flash mob “Uncle Vova, help!” on the territory of the unfinished building, held pickets near the building of the regional administration, and wrote to various authorities. Failing to achieve results, citizens began to file lawsuits en masse. Only on March 21, the arbitration included more than a hundred complaints in the register of claims, and on March 23 the court satisfied the claims of 27 equity holders who had submitted applications earlier. In total, 456 people were among the victims.

According to equity holders, construction almost stopped in 2016, since then the developer has appeared on the site from time to time. Approximately half of the 10 houses of the complex were to be put into operation in 2016, the rest - by mid-2017. In fact, two were commissioned, and even then not with all communications; two more buildings were half built, a foundation was prepared for one house, a foundation pit was dug for another one, the rest did not start. And out of 471 apartments, 456 have been sold.

Residential complex "City of Childhood" is located in the village of Kommunar, Gatchinsky district. Initially, 10 houses from three to six floors were planned here. Then START decided to expand the project, and in the summer of 2016 the City Council of the Leningrad Region agreed on a sketch of a new project for planning a territory with an area of ​​21.2 hectares, which is included in the mid-rise building zone. 6-8-storey houses with a total living area of ​​more than 157,000 sq.m. are planned here. The population of the quarter should increase by 5200 people. The project included a kindergarten for 315 children and a school for 525 students.

In the spring of 2017, the developer’s plans changed again: instead of part of the housing on these 20 hectares, he decided to build the City of Childhood amusement park with a shopping and entertainment complex, a hotel with 300 rooms, etc. To do this, the investor was going to transfer 17 hectares of land to a public and business zone, although housing is allowed there. The remaining plot of 3.1 hectares was allocated by the company for a residential complex for five houses (28,800 sq.m in total), designed to accommodate about 1,000 people.

But now both equity holders and START are definitely not up to entertainment.

The nearest railway station "Antropshino" is 39 minutes away by bus. The residential complex is located a 10-minute drive from the palace and park ensembles, the cities of Pushkin, Pavlovsk and Gatchina. In the immediate vicinity are the ski resort "Tuutari Park", Pulkovo airport, convention and exhibition center "Expoforum".

They demand that Vladimir Putin deal with the problematic object: find out who stole their money, help complete the construction of the house and thus protect the rights and freedoms of the country's citizens.

After that, the equity holders stood for some time near the reception building with posters: “Return the money!”, “SNV, where is the conscience?” etc.

And the other day, on June 4, the first meeting of creditors of START North-West was held (the court introduced the observation procedure in the company in November 2017). Creditors decided to enter into bankruptcy proceedings. However, the main issues, such as the choice of a bankruptcy trustee, have not been resolved. As activist Natalia Kazak said, at the meeting, the head of the Directorate of the KRT LO, Daniil Fedichev, urged citizens to create a housing cooperative, but admitted that there was no investor for the completion of the "City of Childhood". “We know that the equity holders of the second phase of Blueberry Polyana have found as many as three investors who are ready to complete their houses. But the authorities do not give them the plots promised as compensation. And we don’t even have an investor, and by joining the housing cooperative, we will also lose the protection of the 2014 law, why do we need this? - asks Mrs. Kazak.

The next session of the Bankruptcy Court "SNV" is scheduled for June 22. However, it can be postponed, since the creditors have not decided on the candidacy of the bankruptcy trustee.

They believe that the deliberate bankruptcy of the developer made it possible to withdraw more than 300 million rubles from the facility. So far there has been no reaction.
