In Russia, the spring conscription for military service continues. Exactly a month remains before its end, and the question of the order of conscription and its terms remains quite relevant for many. Terms of conscription into the Russian army in 2018 - start and end dates

Conscription in Russia is held twice a year: in spring and autumn. In 2018, the recruitment deadlines remain the same. In general, dates look like this:

  • from April 1 to July 15 - spring call-up campaign,
  • from October 1 to December 31 - autumn campaign.

From July 16 to September 30, as well as from January 1 to March 31, military registration and enlistment offices cannot draft anyone into the army.

It should be borne in mind that the above terms of conscription are just general ones. They are relevant for most recruits, but in some cases the law makes exceptions. For certain categories of recruits, the scope of both draft campaigns may be smaller than for others.

Such exceptions are listed in section 25 of the conscription law:

  • From May 1 to July 15 and from November 1 to December 31, young people are called up in the Far North and areas equivalent to it. That is, both spring and autumn conscription in such regions begins a month later than in other parts of the country, and ends with everyone else.
  • From October 15 to December 31, autumn conscription takes place in the countryside, if recruits are busy harvesting. In this case, the non-standard call-up dates affect only the autumn call-up, which begins two weeks later than in the general case.
  • From May 1 to July 15, young teachers are called up - there is no autumn call for teachers who are obliged to serve, and the spring one begins for them a month later than for others.

These are all the exceptions that are listed in the law. All other categories of conscripts are required to appear at the military registration and enlistment office to undergo the events laid down as part of the call on the main dates.

What is the draft age in Russia in 2018

Despite all the proposals to increase the draft age in Russia, there are no changes in the law in 2018. Citizens aged 18 to 27 are still subject to conscription.

A citizen can only be called up after the age of 18 and cannot be sent to serve when he celebrated his 27th birthday.

Proposals to raise the age of conscription appear quite often, but so far they remain informational noise, followed by nothing.

Are conscripts themselves required to appear at the military registration and enlistment office if they have not received summons

Not yet obliged, but such a law, apparently, will be finally adopted very soon.

The essence of the law, which is being considered in the Duma and has already begun to pass the prescribed stages of approval, is that citizens of military age will have to appear at the military registration and enlistment office themselves, even if they did not sign for receipt of summonses.

The rule will work like this:

  • Another conscription is announced in Russia, and a young man from 18 to 27 years old who has not settled the issues with his conscription must wait for a summons.
  • The call ends, but the citizen did not receive the summons for one reason or another - for example, he deliberately avoided receiving it.
  • Before the start of the next draft campaign, the young man is obliged to independently appear at the military registration and enlistment office for a summons.

For example, if this law is adopted this year, then those young people who do not receive a summons as part of the autumn draft will be required to appear at the military registration and enlistment office in January-March 2019 and receive a summons on the dates of the spring draft. If a citizen does not do this, he will automatically be recorded as a dodger with all the consequences that follow from the law.

"Conscripts" are getting smaller

Russian President Vladimir Putin earlier ordered by his decree to call up from April 1 to July 15 for military service 128 thousand citizens of the Russian Federation aged 18 to 27 years who are not in the reserve and are subject to conscription. In accordance with the same decree, soldiers, sailors, sergeants and foremen from among the 142,000 "conscripts" called up to perform military duty a year ago will be dismissed from military service. At the same time, the Russian Armed Forces will not lose in numbers.

Since January 1, the regular number of military personnel is 1 million 13 thousand 628 people. Of these, even today, even without taking into account officers, ensigns and midshipmen, the majority are contract soldiers. Until 2020, the Ministry of Defense plans to increase the number of soldiers, sailors, sergeants and foremen serving under the contract to 499.2 thousand people.

The norm of each spring and autumn conscription since 2012 has not been set to more than 155.5 thousand recruits. For the first time, the number of contract servicemen (about 300,000) exceeded the number of "conscripts" (about 280,000) in the spring of 2015.

Deputy Prosecutor General of Russia - Chief Military Prosecutor Valery Petrov, at a meeting with students on March 28, said that at present more than 240,000 people are serving on conscription in the RF Armed Forces, and 360,000 soldiers, sailors, sergeants and foremen under contract. He added that in 2017 more than 17 thousand "conscripts" decided to sign a contract for further military service, in the first quarter of 2018 - almost 2.5 thousand.

100th anniversary stamp

The Russian Ministry of Defense has already started celebrating the 100th anniversary of the creation of military registration and enlistment offices by canceling a postage stamp with a face value of 25 rubles depicting a large emblem of the Main Organizational and Mobilization Directorate (GOMU) of the General Staff of the Armed Forces of the Russian Federation. It is also planned to mark the date by issuing a commemorative coin and publishing the military-historical work "Military commissariats: the history of creation and development."

The work of the volost, district, provincial and district commissariats for military affairs established by the decree of the Council of People's Commissars of the RSFSR on April 8, 1918 made it possible to equip the newly created Red Army with privates and commanders, arm and provide it with everything necessary for combat operations. During the Great Patriotic War, military registration and enlistment offices drafted more than 30 million people into the army and navy, mobilized many thousands of pieces of equipment from the national economy, and provided universal military training for citizens of the USSR.

Today, military commissariats are involved in maintaining the combat and mobilization readiness of the Armed Forces of the Russian Federation and other power structures, preparing young people for military service, and providing social protection for military pensioners and families of fallen servicemen.

This work is not particularly visible to a wide range of people. For a significant part of Russian society, the military registration and enlistment offices and their governing structure - GOMU - become the object of attention during the period of draft campaigns - from April 1 to July 15 and from October 1 to December 31. It is the military commissariats that are the working bodies that are responsible for organizing drafting events, ensure the work of draft commissions headed by the first officials - from local governments to regions.

North without Spring 2018

Acting head of the GOMU, Lieutenant General Yevgeny Burdinsky, spoke to the media on March 30 with clarifications on the issues of conscription, called "Spring-2018". One of the features of the current spring campaign, he called a significant reduction in the number of conscripts.

"If in the spring of 2017 142,000 recruits were sent to the troops, then 128,000 people are to be called up for the upcoming campaign, which is 10% less. The decrease in the norm is primarily due to an increase in the share of contract servicemen in the Armed Forces," Burdinsky emphasized.

He noted that, in accordance with Russian legislation, the spring conscription will not be held in all regions and not in all municipalities: "This applies to the Komi Republic, the Nenets and Yamalo-Nenets Autonomous Okrugs, as well as a number of municipalities of the Kamchatka, Krasnoyarsk, Perm Territories, Amur, Irkutsk, Magadan and Sakhalin regions, where the draft is held only once a year.

If, however, people of draft age living in these territories do not want to wait until autumn and really want to put on military uniforms in the spring, then, as the general explained, they can “register at the place of stay in another locality or subject of the Russian Federation where the draft is carried out in the spring, and become military registration in the relevant military commissariat".

Law for the Healed

Burdinsky stated that "with the growing popularity of military service, the number of appeals from citizens who had not previously completed it for health reasons and were transferred to the reserve, now wishing to serve, has increased." Many of them, as the general said, had improved in health, but the law did not allow them to be called up for service.

He noted that in December last year, the president signed a law according to which "these citizens, upon reaching the age of 27, can be called up for military service after a medical examination."

Burdinsky predicts that "about 3,000 of these young people will be able to fulfill their military duty, and after their dismissal, enjoy all the rights and social guarantees that Russian legislation provides them with."

Prestige vs wolf ticket

Chief military prosecutor Petrov said that the prestige of military service is growing, "and young people are less likely to try to avoid military service - the number of so-called dodgers and runners has decreased by almost 30%."

He noted that evading military service without good reason can put an end to a subsequent career.

"For more than four years now, a federal law has been in force ... on increasing the prestige and attractiveness of military service by conscription, which established a ban on entering the civil service for citizens who have not completed military service by conscription without legal grounds," he said.

For the especially gifted

In the Armed Forces of the Russian Federation, the number of scientific companies increased from 12 to 16 - due to the creation of four intellectual divisions in the Era technopolis. Representatives of research organizations and universities of the Ministry of Defense will select especially gifted conscripts who are inclined towards scientific work.

Four companies of the Central Army Sports Club (CSKA) will also select outstanding recruits from among the candidates for the Russian Olympic teams. During the call "Autumn-2017" there were 180 such people.

Duma to help

There are currently no legislative initiatives to increase the service life and raise the age limit for conscription. In the spring and summer of 2018, citizens of the Russian Federation from 18 to 27 years old will be called up for military service for 12 months.

At the same time, holders of diplomas of higher and secondary specialized education have a choice: either serve a year of conscription, or conclude a contract for a longer time. There is also an alternative civilian service, but due to the small number of people who want to do it, this type of service can apparently be considered only from the point of view of statistical error.

The State Duma adopted on March 21 in the first reading a bill that will help young people who have completed pre-conscription training. Deputies want draft commissions to take into account the skills acquired by recruits in applied military organizations when determining the types of armed forces and combat arms.

Unsummoned and delayed

The spring summons from the military registration and enlistment office with a call to serve "urgent" in the Armed Forces of the Russian Federation will not come to employees of the Russian state power structures. Holders of outstanding convictions, convicted and serving sentences, defendants and those under investigation are not subject to conscription. Also, people who have not passed a medical examination will not be called. In addition, the call will not apply to married fathers of two or more children, single fathers.

A deferment from conscription is granted to people who have reached the age of majority while studying at a school, an institution of secondary vocational education, or a university on a full-time basis. It is also given to care for a sick relative, a deeply pregnant wife, and graduate students to defend dissertations. To obtain it, you must submit the relevant documents to the military registration and enlistment office.

Young people of draft age should prepare for military service in the ranks of the Armed Forces of the Russian Federation. The deadlines for the autumn conscription have been approved, the Ministry of Defense recalls that conscription can only be made during this period, any deviations are considered illegal.

Passing military service

In Russia, all adult male citizens of the country who have no contraindications due to their status or health must serve. Future conscripts must undergo a whole range of important events that are strictly necessary for everyone to go through:

  • at the age of 16, you must register with the military and receive a registration certificate;
  • having reached military age and having received a summons, it is strictly necessary to visit the military commissariat at the designated time;

Terms of the recruiting company 2018

We note right away that everything you need to know about the autumn draft into the army is contained in the federal law "On military duty and military service." It also refers to the timing of the draft campaign.

According to Article 25, the autumn conscription this year will begin as usual on October 1st and will last for three months, until December 31st. It is worth noting that before the start of the draft campaign, as a rule, a special decree of the President of Russia is published, on the basis of which this campaign is carried out. In particular, in it the head of state (aka the supreme commander) determines the required number of conscripts.

Only now, not for all young people, the autumn call begins on the first day of the second autumn month. So the exception is:

  • residents of the regions of the Far North: they begin to be called up a month after the official start of the draft campaign, that is, from November 1;
  • villagers involved in harvesting: they begin to send summons only on October 15;
  • pedagogical workers: for them, the autumn conscription is not carried out at all in connection with the beginning of the school year.

Life time

In 2018, as before, young people will have to spend 1 year in the army. Earlier, the media scared the young men that the term could be extended to 1 year and 8 months, but this information has not been confirmed by anything: the Ministry of Defense is not going to make any changes yet.

Medical Commission

After receiving the summons, a strict medical examination will follow, all future privates of the Russian army will certainly pass it, except for those who have a legal deferment. The medical commission, after a thorough comprehensive examination, will decide whether the conscript is fit for full-fledged military service. In total, the current legislation provides for 5 categories of fitness for military service:

  • fit;
  • suitable with few restrictions;
  • has a limited validity;
  • temporarily unfit for military service;
  • unfit.

It happens that the commission cannot, due to various controversial circumstances, make an unambiguous decision. In this case, the conscript is redirected to an inpatient or outpatient examination at a licensed medical institution. After a full treatment and the decision of the doctors, a new term for conscription is assigned. The next important step in sending to the army will be a medical report. A qualified draft board will issue its final verdict to the recruit. According to this conclusion, the future soldier is sent to send:

  • for military service;
  • call him for alternative civilian service;
  • grant a reprieve;
  • conduct an exemption from conscription;
  • put in reserve;
  • on legitimate grounds to grant freedom from military duty.

Russian legislation provides for enrollment in the reserve upon reaching 27 years. Since that time, a man is not subject to military service, regardless of the state of health.

Innovations in the autumn call 2018

The modernization of the Russian army (including the principles and conditions of military service) began several years ago, a lot of new things have appeared in the army, but no global changes are expected in the autumn draft of 2018.

The innovations that appeared earlier are, we recall, the creation of scientific companies. Only senior students and university graduates can be in them, and on a competitive basis: in the scientific unit of the RF Armed Forces there are only 12 companies with a total number of about 600 people (0.2% of all recruits), the competition is currently 25 young men per place .

The conditions for military service have become more comfortable: a soldier is allowed to have a mobile phone (you can use it at certain hours), in the afternoon they are entitled to “quiet time” - free time that you can spend at your discretion, and the lights out starts half an hour later.

Conscripts are provided with a travel bag (soap, shampoo, creams and other hygiene products). University graduates can sign up for contract service instead of military service: they will have to stay in the army longer - 2 years, but such a service has a number of its advantages (vacation, salary payment, etc.).

The number of recruits who will be called up in the fall of 2018 has not been announced. In the spring, 128,000 young people went to the army.

What troops will you serve?

In 2018, a potential recruit can get into the following types of troops:

  • ground troops;
  • air Force;
  • Navy;
  • strategic missile troops;
  • space troops;
  • airborne troops.

The specialty possessed by the conscript and the state of health are important. Traditionally, only the strongest and most physically resilient young people with a strong psyche and good health are taken to the Airborne Forces.

Who will not be required to join the army in 2018

A citizen will not be obliged to join the 2018 army if he:

  • has a permanent job in the structures of the Ministry of Internal Affairs;
  • works in the Federal Security Service;
  • belongs to the staff of the Ministry of Emergency Situations.

There is an important limitation - if a citizen nevertheless decides to quit from there, but at that moment he is not 27 years old, then he will definitely receive a mandatory summons from the military registration and enlistment office!

Active military service will be avoided by:

  • adult men who have one or more convictions that are not expired;
  • citizens who are under investigation for a crime committed or under trial will avoid conscription;
  • serving their sentences in a penitentiary.
  • a university student will not serve if he receives full-time education;
  • graduate students;
  • the appearance of a second child in a legal marriage;
  • fathers who, due to insurmountable circumstances, are forced to raise the baby on their own and without support, are not subject to conscription;
  • guardians of elderly citizens who have sick relatives as dependents:
  • young men with very serious health problems will not join the ranks of the Russian army.

There are several more categories of citizens who legally may not serve in the army - foreigners who have served in the armed forces of another state and future military personnel who have lost their older brothers during military clashes in hot spots. They will take you into the army if you were expelled from the university and you are studying by correspondence.

Diseases for which they do not take into the army

Diseases for which they do not take to serve in the army are quite numerous. You can divide them into several large subgroups.

Diseases of the musculoskeletal system

Musculoskeletal disorders that are not accepted into the army - scoliosis of the 2nd degree with a deformation of at least 11 degrees, flat feet, called the bear foot in the 3rd stage, deformities and other diseases of the hands or feet - for example, the absence of several fingers, arthrosis and arthritis of the second degree or higher, affecting the legs.

Diseases of the organs of vision

Poor vision - an important barrier to military service is cataracts, retinal detachment, severe myopia of more than -6, progressive farsightedness, glaucoma, eye injuries or the absence of one eye.

Cardiovascular pathologies

If the conscript has hypertension - pressure exceeding the threshold of 150 over 90,
chronic vegetovascular dystonia, which is quite severe - periodic fainting and constant dizziness, the presence of heart disease and ischemia. We have listed the most important deviations that occur in real practice.

The presence of chronic otitis media and complete deafness can become an insurmountable obstacle to military service.

Diseases of the digestive system

Difficulties with the digestive system may well lead to a delay in military service. Such a reason may be a hernia, which limits the patency of the intestine, pancreatitis in its chronic form, stomach and duodenal ulcers, hemorrhoids. Gallstone disease is a serious disease that interferes with service.

Problems with the genitourinary system

They do not take into the army conscripts with chronic enuresis, urolithiasis and dropsy of the testicle, sexual dysfunction and hyperplasia.

Other chronic diseases

A barrier to service will be stuttering, which seriously distorts speech, diabetes mellitus, and obesity above the 2nd degree. Patients with chronic hemorrhoids, tuberculosis, HIV, hepatitis, oncological diseases are also not useful in military service. Mental problems are a serious reason for exemption from the army:

  • the appearance of obsessive states;
  • pronounced phobias;
  • chronic schizophrenia;
  • pathology of the respiratory system.

The presence of chronic alcoholics and drug addicts in the army is contraindicated, but it will be strictly necessary to confirm the presence of a permanent persistent addiction, which is confirmed by the relevant documents!

Postponement from service

A deferment for a potential soldier is just a temporary opportunity to avoid the obligation to serve in the army. Together with its end, you will have to repay your homeland. The official reason not to go to the service for a strictly defined period is:

  • state of temporary unfitness for service;
  • caring for a sick relative who is currently no one to look after;
  • the presence of a disabled child under 3 years;
  • pregnant wife for more than 26 weeks;
  • PhD students defending their thesis;
  • postponement due to studying at a higher or secondary educational institution;
  • a deferment for a student who needs to get time to enter a university or college.

The postponement will be carried out only if the necessary documents are available - a diploma of education, a certificate of admission to graduate school, a medical certificate indicating the presence of serious health problems

The number of implemented deferrals is unlimited - you can get them not only at the end of school, but also when a student transitions from a bachelor's program to a master's program. You can only take advantage of the call-up delay when studying at an officially licensed institution!

  2. Recruitment to scientific companies will continue. However, in order to enter scientific companies, you need to go through a special competition, because the number of places is limited.
  3. Another innovation is daytime sleep, which is mandatory for all military personnel. Daytime sleep allows all the guys in the army to maintain good health and optimal performance, endurance.

Are recruitment periods always the same?

There are exceptions to the deadlines, but they are determined at the level of legislation:

  • citizens living in the northern regions of Russia. In this case, reduced recruitment periods are assumed. The legislation provides for a shift in the start date for conscription by a whole month;
  • employees in the field of education, regardless of profession and position. In this case, the term of conscription is valid from the first of May to the fifteenth of July;
  • villagers and agricultural workers are not members of the spring conscription. For them, only the autumn call is reserved.

Such exceptions are at the legislative level.

What is included in the spring call?

The concept of calling plays an important role. Every recruit should know what is included in the spring draft. It is mandatory to know all the important steps:

  1. At the initial stage, a medical examination is carried out at the military registration and enlistment office to confirm a good state of health.
  2. Then a mandatory meeting of the district draft commission is expected. A documentary decision on conscription is made on the basis of the results of a medical examination. A guy can be sent to the service, released from army duties, or called for a second medical commission due to temporary health problems. With a positive decision, a combat agenda will be provided, allowing you to carry out army service for the good of your homeland.
  3. In many situations, a summons to the army is issued immediately after the medical commission is held at the military registration and enlistment office. At the same time, the guy must be recognized as fit for military service for health reasons. In this scenario, the decision of the draft board is issued "retroactively", but this implies a violation of the current legislation of the Russian Federation. However, in recent years, violation of the law is widespread everywhere.
  4. The terms of conscription can be changed, which also implies a direct violation of the rights of conscripts. If the events are held outside the deadlines, a direct violation of the legislation of the Russian Federation is assumed. Moreover, the results of such events cannot have legal force, therefore, on their basis, the guy cannot be recognized as fit to serve in the army.
