At the end of the document there is a date of access to the document. In GOST 7.82-2001 this position is specified as optional. But information about the date of access to the document is very important, because this or that document can be deleted or moved. Abroad, the date of access to an electronic document is a mandatory element. Apparently, we need to strive for this.

The bibliographic description is compiled in accordance with the rules established by the following GOSTs:

GOST 7.1-2003. Bibliographic record. Bibliographic description. General requirements and rules for drawing up

I. BIBLIOGRAPHICAL DESCRIPTION RULES

The standard regulating the compilation of a bibliographic description is called GOST 7.1-2003 "Bibliographic record. Bibliographic description. General requirements and rules for compilation." The name of the standard indicates that it belongs to the set of GOSTs identified in the SIBID system, containing the rules for compiling a bibliographic record, and determines the subject of standardization in this GOST.

GOST 7.1-2003 was approved by the Interstate Council for Standardization, Metrology and Certification as an interstate standard for CIS member countries in 2003. As a national standard Russian Federation GOST 7.1-2003 came into force on July 1, 2004 in accordance with the resolution of the State Committee of the Russian Federation for Standardization and Metrology dated January 1, 2001. The lead organization for the development of the standard is the Russian Book Chamber (RCB), co-executors are the Russian State Library (RSL) and the Russian National Library (RNL).

GOST is the basis for the system of standards, rules, guidelines, methodological manuals on compiling a bibliographic record. The subject of this GOST is the main part of the bibliographic record - the bibliographic description.

A set of elements of a bibliographic record, the sequence of their arrangement, the method of presenting each element, application
conventional dividing marks are determined:

EXAMPLES OF BIBLIOGRAPHICAL DESCRIPTIONS

Legal acts

1. Russian Federation. Constitution (1993). Constitution of the Russian Federation: official. text. - M.: Marketing, 20, p.

2. Russian Federation. Laws. On the state civil service: Federal Law of January 1, 2001 // Collection of Legislation of the Russian Federation. – 2004. - No. 31. – P. 3215.

3. President (2000- ;). On the salary of federal civil servants: Decree of the President of the Russian Federation dated 01.01.01 No. 000 // Collection of legislation of the Russian Federation. – 2006. - No. 31. – Art. 3459.

4. Russian Federation. Government. The concept of administrative reform in the Russian Federation in 2006 – 2008: Order of the Government of the Russian Federation dated 01.01.01 // Collection of legislation of the Russian Federation. – 2005. - No. 46. – Art. 4720.

Chronological;

Systematic;

In order of first mention of publication in the text.

6. The most common is the alphabetical arrangement, i.e. the arrangement bibliographic descriptions in strict alphabetical order authors and (if the author's surname is not indicated) titles of publications. The alphabetical method is used if the list is small in volume and concerns a narrow issue. Publications with different alphabets (Russian, Latin) should not be mixed in the same row.

7. When chronological order The material is arranged by year of publication, and within each year - alphabetically by authors or titles. The chronological principle allows us to show the history of the study of the issue under study. Reverse chronological arrangement is recommended for works that focus on current state question.

8. With a systematic arrangement of literature bibliographic sources are arranged according to branches of knowledge, individual topics in their logical subordination. It is preferable to set the sections of the list in accordance with the chapters of the work. Literature general, relating to the topic as a whole, it is advisable to separate it into a separate section.

9. Quite often, the arrangement of literature in the order of first mention in the text is used. The list compiled in this way includes only referenced and cited literature. Such a list is not complete; it is difficult to analyze the coverage of the topic and the correspondence of the specified publications with references to them.

10. The publications listed are as follows
order:

Official materials;

Works of classics of science;

Works of domestic and foreign authors, published in foreign languages;

Statistical materials.

11. When determining the order of arrangement in the list of document descriptions along with general rules one should take into account the specifics of the industry or field of knowledge on which the research is being carried out, for example, in the list of
scientific work on legal topics:

I. Regulatory materials:

Constitutional federal laws;

Federal laws;

Decrees and orders of the President of the Russian Federation;

Acts of the Government of the Russian Federation;

Regulatory acts of foreign countries.

Monographs;

Comments;

Collections of scientific papers;

Articles from magazines and collections;

Scientific reports;

Review literature.

III. Documents of the practical activities of organizations and enterprises (including archival documents), placed in chronological order.

14. In articles, the order of references is determined by the rules adopted in the scientific journal where publication is expected.

15.The bibliographic list uses continuous numbering of all sources.

16.Bibliography course work must include at least 10, and the thesis from 35 to 50 titles of documents.

Book (article) bibliographic list (list of used sources and literature) - a bibliographic manual containing bibliographic descriptions of used (cited, considered, mentioned) and (or) recommended documents.

References are required integral part coursework, diploma or other scientific work and shows the student’s ability to apply in practice the knowledge gained from studying the relevant academic disciplines, reflects independent creative work The work done by the author to collect and analyze the material documents and substantiates the reliability and accuracy of the facts, statistics, quotes and other information given in the text of the work, borrowed from various sources. A well-compiled list and the bibliographical references and footnotes provided are, to a certain extent, also an expression of scientific ethics and the culture of scientific work. Therefore, the issues of compiling and designing a bibliographic list and providing bibliographic references in scientific work should be given the most serious attention. Compiling a list is a long process that begins simultaneously with choosing a topic for work. It is necessary to maintain a bibliographic file, extracting from catalogues, card files, bibliographic aids, lists the output data of all publications that may be relevant to the topic of research. When reading each source, bibliographic data is checked and clarified. Quotes, factual, statistical and other information are written with an exact indication of the page on which they were published.

Grouping material in the bibliography

It is recommended to present a single list for the work as a whole. Each source is mentioned only once in the list, regardless of how often it is referenced in the text. The list must be numbered. Depending on the principle underlying the grouping of works, the following types of bibliography are distinguished:

Alphabetical , in which entries are arranged alphabetically by the surnames of the authors and/or titles of works, if the surname of the author is not indicated. It is recommended to arrange the entries as follows:

1) if the first words of the titles coincide - in alphabetical order of the second, etc. 2) if there are works by one author - in the alphabet of titles; 3) if there are authors with the same surname - by initials; 4) in case of several works of authors, written by them in collaboration with others - in alphabetical order of co-authors. Abalkin L. I. Abelin A. P. Alekseev D. I. Alekseev M. P. Alekseeva T. A. Alekseeva-Beskina T. I.

Systematic, in which all books, articles and other materials are selected according to branches of knowledge, individual issues, topics in the logical subordination of individual headings; general literature covering a wide range of issues is indicated at the beginning of the list, followed by material on individual topics;

Chronological, in chronological order (direct or reverse) of publication of documents. Used for works on the history of science, the history of the study of any issue, in works devoted to the activities of a certain person;

By type of publication, in which the following groups of publications are distinguished: official state, normative and instructive, reference, etc.

The most convenient is alphabetical a method of arranging material without dividing it by type (for example: books, articles), since in this case the works are collected in author complexes. Works by one author are listed alphabetically by title or by year of publication, in direct chronological order (this grouping order allows you to track the dynamics of a particular author’s views on a problem)

Atamanchuk G.V. Essence civil service Atamanchuk G. V. Theory of public administration Atamanchuk G. V. Management - social value and efficiency Official documents occupy a special place in the list of references. They are always placed at the beginning of the list in a certain order: the Constitution; Codes; Laws; Presidential Decrees; Government Decree; Other regulations(letters, orders, etc.). Within each group, documents are arranged in chronological order.

If listed sources in other languages In addition to Russian, an additional alphabetical row is formed, i.e. literature in foreign languages is placed at the end of the list after literature in Russian. At the same time, bibliographic records in foreign European languages are combined into one row.

Bibliographic description of documents

Each document included in the list must be described in accordance with the requirements:

GOST 7. 1-2003 “Bibliographic record. Bibliographic description of the document. General requirements and rules for drawing up",

GOST R 7.0.12-2011 “Bibliographic record. Abbreviation of words and phrases in Russian. General requirements and rules",

GOST 7.11-2004 (ISO 832:1994) “Bibliographic record. Abbreviation of words and phrases in foreign European languages."

The most common word abbreviations found in bibliographic records are: issue - issue selected works – fav. op.; book - book; interuniversity collection of scientific works - interuniversity. Sat. scientific tr.; edited by – ed.; complete collected works - complete. collection op.; collection of scientific works - collection. scientific tr.; collection of works - collection. tr.; collected works - collection. op.; compiler - compiler; page – p.; tom - t.; translation from ... - trans. With … The cities are abbreviated as follows: Moscow - M., Nizhny Novgorod - N. Novgorod, Petrograd - Pg., Rostov-on-Don - Rostov n / D., St. Petersburg - St. Petersburg, Leningrad - Leningrad.

The names of other cities are indicated in full. Renaming a city does not affect the indication of the place of publication.
If two places of publication are indicated on the title page, they are separated by a semicolon.
M.; St. Petersburg

Bibliographic description is a set of bibliographic information about a document, its component part or a group of documents, given according to certain rules and necessary and sufficient for general characteristics and document identification.

Punctuation in a bibliographic description performs two functions - ordinary grammatical punctuation marks and prescribed punctuation marks, i.e. signs that have an identifying character for the elements of the bibliographic description. Punctuation marks and mathematical symbols serve as prescribed punctuation:

. – dot and dash. period, comma: colon; semicolon / forward slash // two forward slashes () parentheses square brackets

There is a period at the end of the bibliographic description.

The general scheme of the bibliographic description of a separately published document includes the following required elements:

1. Title (last name, first name, patronymic of the author or the first of the authors, if there are two, three or more) 2. Title (book title indicated on the title page) 3. Title information(reveal the topic, type, genre, purpose of the document, etc.) 4. Disclaimer(contain information about the authors, compilers, editors, translators, etc.; about the organizations on behalf of which the document was published) 5. Information about the publication(repetitions, revisions, additions) 6. Place of publication (name of the city where the document was published) 7. Publisher or publishing organization 8. Year of publication 9. Volume (information on the number of pages, sheets)

The source of information for the bibliographic description is the title page or other parts of the document that replace it.

Registration of bibliographic references

Bibliographic reference – contains bibliographic information about another document (its component part or group of documents) quoted, considered or mentioned in the text of a document, necessary and sufficient for its identification, search and general characteristics.
The objects of compiling a bibliographic reference are all types of published and unpublished documents on any media (including electronic resources of local and remote access), as well as components of documents.
According to the composition of the elements, a bibliographic reference can be complete or short, depending on the type of reference, its purpose, and the presence of bibliographic information in the text of the document.
When writing a scientific work, the author is obliged to provide bibliographic references to the source of information in accordance with the requirements GOST R 7.0.5-2008 Bibliographic link. General requirements and drafting rules http://protect.gost.ru

Based on their location in the document, the following links are distinguished:

INTERLINEAR (most common) - placed at the bottom of the page, under the main text, from which they are separated by a horizontal line of arbitrary length.
The numbering of links is independent for each page.

Features of compiling bibliographic references to electronic resources

The objects of compiling a bibliographic reference are electronic resources of local and remote access. Links are made both to electronic resources as a whole (electronic documents, databases, portals, websites, web pages, forums, etc.) and to components of electronic resources (sections and parts electronic documents, portals, websites, publications in electronic serial publications, messages on forums, web pages, etc.)
For remote access electronic resources, a note about the access mode is provided, which uses the abbreviation “URL” (Uniform Resource Locator). Information about the protocol for accessing a network resource (http, etc.) and its email address are provided in the format of a uniform resource locator. After the email address, information about the date of access to the electronic network resource is given in parentheses: after the words “date of access” the day, month and year are indicated.

REGISTRATION OF THE LIST OF REFERENCES

GENERAL REQUIREMENTS

Lists of references, bibliographic lists, links are an important element of educational (abstract, course and diploma work) or scientific (article, scientific publication, dissertation) work.The rules for preparing scientific works are common to all branches of knowledge and are regulated by state standards of the Russian Federation.

A bibliography is a list of bibliographic descriptions of published works or components, arranged in any order (alphabetically and by title, in the order of references to the publication, etc.).

A bibliographic description is a set of bibliographic information about a document, given according to the rules established by GOST.

Today in Russia the following GOSTs are in force, regulating the procedure for creating bibliographic descriptions:

    GOST 7.1-2003 “Bibliographic record. Bibliographic description. General requirements and rules of compilation";

    GOST 7.82-2001“Bibliographic record. Bibliographic description of electronic resources. General requirements and rules of compilation";

    GOST 7.80-2000“Bibliographic record. Title. General requirements and rules of compilation";

    GOST 7.0.12-2011“Bibliographic record. Abbreviation of words and phrases in Russian: general requirements and rules."

The full texts of these GOSTs in PDF format can be found on the official website of the Federal Agency for Technical Regulation and Metrology (http://protect.gost.ru).

The list of references is placed after the main text of the work. It is not allowed to use the word “Bibliography” as the title of the list.The most correct names for the list are:

    Literature;

    List of used literature;

    List of used sources and literature;

    Bibliography.

If the list includes all documents studied by the researcher on the topic, regardless of whether they were used in the work or not, the list is entitled with one word - literature.

If only what was analyzed in the review and used in the form of borrowings in the text is included, the second title option is selected - a list of references.

Finally, if in addition to literature, sources were also used, the researcher stops at the third version of the title - a list of sources and literature used.

The list must be numbered (the numbering is continuous from beginning to end in Arabic numerals). Each bibliographic entry in the list receives a serial number and begins with a red line.

LITERATURE LOCATION OPTIONS

IN THE LIST

The list of references is located mainly in alphabetical order of authors' names and titles (general alphabet of authors' names and titles of books and articles, if the author is not indicated).

Sources in a foreign language are placed after the list of sources in Russian alphabetically in the following order: first in the languages of peoples using the Cyrillic alphabet, then in the Latin alphabet, then in special graphics, transliteration (in Russian transcription).

Descriptions of electronic resources are placed at the end of the bibliography in alphabetical order.

Elements of the bibliographic description are given in a strictly established sequence and are separated from each other by conventional dividing marks:

. – (dot and dash)

, (comma)

: (colon)

; (semicolon)

/ (one slash)

// (two forward slashes)

() (round brackets)

(square brackets)

= (equal sign)

Before and after conventional dividing marks are placedspace into one printed character. The exception is (. ) And (, ). In this case spaces are usedonly after them.

The conventional separating sign (hereinafter referred to as the “dot and dash”) is placed before each element (area) of the bibliographic description.

URZ “dot” – between the description title and the title.

RZ “colon” - before another title or before information related to the title, and before the name of the publishing house.

URZ “semicolon” - before information about other persons or teams who took part in the preparation of the publication.

URZ “slash” – before information about responsibility (authors, compilers, editors, executive editors).

URD “two slashes” - between information about the component part of the document and information about the document itself in which the component part is placed.

URZ “round brackets” – additional information about the elements of the area.

URZ “square brackets” - for a general designation of the material.

RZ “equal sign” – to indicate parallel information about the publication.

When compiling lists, the following groups of publications are distinguished:

    Regulatory and legislative documents:

international instruments, ratified by Russia, with UN documents coming first;

Constitution of the Russian Federation;

codes;

federal laws;

decrees of the President of Russia;

resolutions of the Russian Government;

orders, letters and other instructions from individual federal ministries and departments;

laws of the constituent entities of Russia;

orders of governors;

orders of regional (republican) governments;

judicial practice (i.e. decisions of the Supreme and other courts of Russia);

legislative acts that have lost force.

Laws are not arranged alphabetically, but by date of adoption (signed by the President of Russia) - the older ones are in front.

    Sources:

basic documents on the analysis of which scientific or educational research is based;

texts works of art, memoirs, diaries, correspondence;

statistical collections, yearbooks, materials of statistical bodies;

periodicals(newspapers and magazines);

documentary materials of central and local archival institutions.

    Scientific documents:

Monographs, collections of articles, dissertations and abstracts of dissertations, deposited manuscripts, teaching aids, articles from collections, scientific journals, ongoing publications in alphabetical order in Russian and then in other foreign languages.

Electronic resources are placed in a general order along with printed documents.

    Special types regulatory and technical documents:

State standards, descriptions of inventions, technical catalogs, information sheets, patent documents, standard designs, catalogs of industrial equipment, price lists for materials and products.

BIBLIOGRAPHICAL DESCRIPTION OF THE PUBLICATION

STRUCTURE OF BIBLIOGRAPHICAL DESCRIPTION OF A MONOGRAPHIC PUBLICATION IN THE LIST

Title. Title Proper [Document Type]: Title Related Information / Statement of Responsibility. – Information about the publication. – Place of publication, Publisher, Date of publication. - Volume. – (title proper of the series; issue number of the series).

    Title area – part of the bibliographic record located before the main title of the work. The title is formattedin the form in which it is given in the prescribed source of information, in the same sequence and with the same signs. The title may consist of one or more sentences.

In cases where a document is described under an individual or collective author, the information about them in a certain way becomes the title of the bibliographic record.

The main document regulating the compilation of the title of a bibliographic record is GOST 7.80-2000 “Bibliographic record. Title. General requirements and rules of compilation."

The following main types of bibliographic record headings are most widely used:

    a header containing the person's name;

    a header containing the name of the organization;

    header containing a unified title;

    a title containing the document identification;

    a header containing a geographic name.

Under the heading containingperson's name , make up records of works created by one, two or three authors.

If there are four or more authors, the entry consists ofunder the title, as well as works in which the author is not indicated or identified; to collections of works that have a common title.

Under the heading containingname of company responsible for the contents of a document published on its behalf, make records for the following types of documents:

    Official documents (except collections) of executive, legislative and judicial authorities;

    Documents of an official nature relating to one organization;

    Documents havingtypical title (“Edicts”, “Charters”, “Edicts and resolutions”, “Proceedings”, “Collections of works”, “Scientific notes”), materials of temporary organizations (“Reports”, “Abstracts of reports”, “Materials”), guidebooks, bibliographic indexes and reference publications of one organization, serial publications, etc. documents published on behalf of the organization.

Under the heading containingunified title , describe works that have the most common form of the title of an anonymous classical work published under different titles, or a standardized abbreviated form of the title of an anonymous work that has a very complex title (The Tale of Igor's Campaign, The Tale of Shemyakin's Court, etc.).

Under the heading containingdocument designation , make up records to describe regulatory and technical documents containing the document index (GOST, OST, TU, ISO, etc.), digital (or digital and alphabetic) designation of the document and the year of its approval, as well as to describe patent documents containing in this case, the designation of the type of document in abbreviated form (Pat., A. c.), its number, the name of the country that issued the document and the international classification index (inventions, industrial designs, etc.).

    Title proper area is the title of a book or article,Atitle information – explanation of the genre, type of publication, for whom this publication is intended.

For example: a collection of articles, a textbook for university students, etc.

The general designation of the material [Type of document] determines the class of material to which the object of the description belongs; it is given immediately after the main title with a capital letter in square brackets:

[Text]

[Electronic resource]

[Manuscript]

[Video recording]

[Sound recording]

[Film]

[Multimedia]

[Cards]

[Notes]

[Izomaterial]

If the list mainly contains entries for books and brochures, then in these entries the general designation of the material may not be given, but indicated in entries for other types of documents (for example, electronic publications, music editions, iso editions).

The general designation of the material is followed bytitle information (clarification information). They are preceded by a colon (:).Clarifying information is written with a lowercase (small) letter. For example:

Agafonova, N. N. Civil law [Text]: textbook. aid for universities...

    Responsibility Information Area includes all information about individual and collective authors who participated in the creation of the intellectual, artistic or other content of the work. Write them down in the form in which they are given in the source.

Disclaimer contain information about persons and organizations involved in the creation of the content of the work.

Beforeinformation about responsibilityuse a forward slash, separated by spaces on both sides (/). PThe following groups of information are separated from each other by a semicolon (;), for example:

/ Moscow. Union of Artists; comp. Z. I. Gorin [etc.]; under general ed. N.K. Morozova; artist V. Lisin

/ A. S. Zemlyanikin [etc.]; ed. V. I. Gendin [and others].

    Publication area contains information about changes and features of this edition in relation to the previous edition of the same work. Information about the edition is given in the wording and sequence given in the prescribed source of information. For example:

5th ed., revised.

Ed. 2nd, rev. and additional

Ed. 4th, revised and additional

Ed. 11th, stereotype.

Official ed..

    Output area contains information about the place and time of publication. Area elements are given in next sequence: place of publication, name of publisher, date of production.

After the place of publication there is a “colon” (:), after the name of the publishing house there is a “comma” (,). If there is a name of a branch of a publishing house, then after the name of the publishing house a “dot” is placed, and the name of the branch is written with a capital letter.

In the list of referencescity name (place of publication) is written in full (Omsk, Minsk, Tambov, Belgorod).Exception comprise only the following cities, the names of which are written in abbreviated form: Moscow (M.), Leningrad (L.), St. Petersburg (SPb.), Nizhny Novgorod (N. Novgorod), Rostov-on-Don (Rostov n/A ), London (L.), Paris (P.), New York (N-Y.).

For example:M.: Publishing house Mosk. un-ta.

If there are two publishing houses, the names of both publishing houses are given separated by a colon.

For example:M.: Young Guard: Music, 2006.

Publisher name written without quotation marks and with a capital letter, while the word “publishing house” itself is omitted.

For example:L.: Science. Leningrad branch.

The words “publishing house”, “publishing house”, “publishing group”, “publisher”, “edition” are used if they are grammatically related to the name of the publisher and are abbreviated according to GOST.

For example:M.: Publishing house. house on Strastnoy. – Perm: Perm Publishing House. state scientific research un-ta.

Name of the publisher, distributor, etc. is given after information about the place of publication to which it refers, and is separated by a colon. The information is presented as it appears in the prescribed source of information, preserving words or phrases indicating the functions (other than publishing) performed by the person or organization. Information about the form of ownership of the publisher, distributor, etc. (JSC, LLC, Ltd, Inc., GmbH, etc.) are usually omitted.

These are mandatory elements of a bibliographic description that must be indicated in the lists of sources used when writing scientific papers.

SCHEMES FOR BIBLIOGRAPHICAL DESCRIPTION OF DOCUMENTS

Scheme for describing an electronic remote access resource (Internet resource)

Title proper [Electronic resource]: information related to title: [website] / disclaimer. – Designation of the resource type. – Place of creation of the resource, date of creation of the resource. – Access mode (date of access).

The place and date of creation of the Internet resource is recorded when it can be established. A note about the access mode may be replaced by the abbreviation “URL” (Uniform Resource Locator).

General scheme of the bibliographic description of the component part of the document (articles from a magazine, newspaper, etc.)

When describing articles from journals, indicate the author of the article (Last name, I. O.), its name, [Type of document], then, behind two slashes indicate the name of the journal in which it was published, the year, number, pages on which the article is placed.

When describing articles from newspapers, indicate the author of the article (Last name, I. BACKGROUND BIBLIOGRAPHICAL REFERENCE

Used when links make the text difficult to understand. An interlinear bibliographic reference is formatted as a note taken from the text of the document to the bottom of the page. In such a link, the bibliographic information about the object of the link that is available in the text of the document is repeated.

When numbering interlinear bibliographic references, a uniform order is used for the entire document: continuous numbering throughout the entire text or within each chapter or section.

To link interlinear bibliographic references with the text of the document, use the digital footnote sign. The footnote sign is printed indented in Arabic numerals without brackets and placed at the top of the line.

REGISTRATION OF REFERENCES

TO THE LIST OF REFERENCES

The bibliographic descriptions of the documents cited or mentioned in the text of the work included in the list of references are linked by references to a specific fragment of the text.

References in the text of the document are enclosed in square brackets.

References can also be used to link document text to a bibliography.

The use of bibliographic references of this type in works is most preferable.

The reference containing the serial number of the entry in the list of references referred to is given in Arabic numerals in square brackets in the line with the text of the work.

In the text:

Common list reference books on terminology, covering the time no later than the middle of the twentieth century, are provided by the work of bibliographer I. M. Kaufman.

Then, under number 59 in the list of references, an entry will be given specifically for the work of this author.

If a link is given (quoted) to a specific fragment of the text of a document, the reference indicates the serial number of the publication in the list and the page on which the object of the link is placed, the information is separated by a comma. The fragment itself (quote) is enclosed in quotation marks.
