Presidential Decree Russian Federation dated March 11, 2010 No. 293 “On military uniforms, insignia of military personnel and departmental insignia”

In accordance with Article 39 Federal Law dated March 28, 1998 No. 53-FZ “On military duty and military service” I decree:

1. Approve:

military uniforms of military personnel of the Armed Forces of the Russian Federation, other troops, military formations and bodies in accordance with Appendix No. 1;

a special ceremonial military uniform for servicemen of the honor guard of the Armed Forces of the Russian Federation in accordance with Appendix No. 2;

insignia according to military ranks of military personnel of the Armed Forces of the Russian Federation, other troops, military formations and bodies in accordance with Appendix No. 3.

2. The Ministry of Defense of the Russian Federation, as well as, in agreement with it, other federal executive authorities that provide for military service, approve the description of items of military uniform.

3. Establish that:

the procedure for the production of military uniform items is determined by the Ministry of Defense of the Russian Federation, the procedure for the production of military insignia and departmental insignia, as well as the rules for wearing military uniforms, military insignia, departmental insignia and other heraldic insignia are determined by the relevant federal executive body, in which military service is provided;

when military personnel switch to wearing a new military uniform, mixing items of existing and new military uniforms is allowed in the manner determined by the relevant federal executive body that provides for military service;

the uniform and insignia of persons who are not military personnel cannot be similar to the military uniform and insignia of military personnel, or confusingly similar to them, with the exception of the uniform and insignia of officers and warrant officers (midshipmen) transferred to the reserve or resignation with the right to wear military uniforms and insignia;

citizens called up for military training; pupils military units; students in the Suvorov military, Nakhimov naval, military music schools and cadet (naval cadet) corps (music cadet corps, cadet schools and cadet boarding schools); civilian personnel of state maritime inspections for control in the field of protection of marine biological resources border authorities federal service security; civilian personnel of regular song and dance ensembles, regular military orchestras of federal executive authorities, which provide for military service; certain categories of cadets and civilian personnel Navy; employees of departmental security of the Ministry of Defense of the Russian Federation.

4. The Government of the Russian Federation, federal executive authorities that provide for military service, shall, within a 6-month period, bring their regulatory legal acts into compliance with this Decree.

5. To recognize as invalid:

6. This Decree comes into force from the date of its signing.

Military uniforms of military personnel of the Armed Forces of the Russian Federation, other troops, military formations and bodies

I. General provisions

1. Military uniform is unified in essential external signs a set of items of military clothing and military footwear (uniform), as well as military equipment, intended to be worn by military personnel.

2. The essential external features of a military uniform include:

6. State awards, insignia, departmental insignia and other heraldic signs established in accordance with the established procedure are worn on military clothing.

1. In areas with a particularly cold climate, a fur hat with earflaps is issued for 2 years, and warm underwear is issued for 1 year. An astrakhan fur hat with earflaps is issued for inventory use only to petty officers, sergeants and soldiers performing tasks to protect facilities of the central apparatus of the Russian Ministry of Defense.
2. A woolen beret, a warm vest, a vest and a sleeveless vest are issued only to military personnel serving in the Airborne Forces, in special-purpose military intelligence units of the Armed Forces of the Russian Federation and internal troops of the Ministry of Internal Affairs of Russia. 3. 7. A white shirt, a white muffler and white gloves (knitted) are issued only to military personnel serving in the border control units of the border agencies of the federal security service. The rules for wearing military uniforms, insignia, departmental insignia and other heraldic symbols in the Armed Forces of the Russian Federation have been adjusted.

Thus, the features of wearing in the Aerospace Forces, the military air forces of the Aerospace Forces, and the space forces of the Aerospace Forces have been determined.

The names and contents of clothing items have been clarified.

In pursuance of the decision made at a meeting of the board of the Russian Ministry of Defense, the Minister of Defense of the Russian Federation on September 21, 2013 approved temporary regulations for wearing a new type of casual uniform (hereinafter referred to as the regulations), completed by the instructions of the Deputy Minister of Defense of the Russian Federation, Army General D.V. Bulgakov dated September 28, 2013 No. 256/41/3101.

In order to ensure that military personnel of the RF Armed Forces comply with the rules of wearing a new type of casual uniform (hereinafter referred to as the uniform), I present the main provisions of the regulations:

1. The new-style casual uniform is intended to be worn by military personnel serving under contract as a casual uniform.

2. The standard for supplying uniforms was approved by Order of the Ministry of Defense of the Russian Federation dated August 16, 2013 No. 636 “On approval of the temporary standard for supplying clothing service property to certain categories of military personnel of the Ministry of Defense of the Russian Federation.”
The uniform set consists of:
caps (black) color;
(blue, black) color;
( , ) colors;
suit (jacket with short sleeves and trousers) in protective (blue, black) color,
T-shirts in light olive (white) color.
Wearing a suit (jacket with short sleeves and trousers) is recommended at air temperatures above +23°C.

3. The uniform set is worn:
military personnel in accordance with the requirements of the Order of the Ministry of Defense of the Russian Federation dated September 3, 2011 No. 1500 “On the rules for wearing military uniforms”:
in the Navy - black;
in the Air Force and Airborne Forces - blue;
all other categories of military personnel are in khaki color.

4. Wearing a uniform when participating in events international activities, as well as as a field uniform, is prohibited.
Suit jackets are worn with the zipper unzipped to the level of the top of the pocket.
Badges with the inscription are placed on the flaps of the chest pockets yellow color(on the left - surname and initials, on the right - “Armed Forces of Russia”).
On the left sleeve are placed: a sleeve insignia for belonging to the RF Ministry of Defense, branches of the RF Armed Forces, branches of the RF Armed Forces, railway troops, troops not included in the branches and branches of the RF Armed Forces, above it - sleeve patch colors of the state flag of the Russian Federation in the shape of a semicircle with a yellow edging.
On the right sleeve there will be a sleeve insignia according to affiliation with specific military formations.
Above the flap of the left breast pocket in the middle, strips of ribbons of orders and medals are placed (so that the lower edge of the strips is located at the level of the upper edge of the pocket flap) and 10 mm above them are insignia of special distinction of state awards.
Above the valve of the right breast pocket, at a distance of 10 mm above the valve in the middle, there is an insignia of graduation from an educational institution of vocational education and state awards intended for wearing without pads (in accordance with section “g” of the Decree of the President of the Russian Federation of 2010 No. 1099 “On measures to improve state award system of the Russian Federation").
On the jacket of the suit they wear removable shoulder straps of a protective (blue, black) color with or without gaps of the established colors (for soldiers, sailors, sergeants, petty officers, warrant officers and midshipmen), with insignia of military ranks, lapel insignia of the branches of the RF Armed Forces, branches of the military RF Armed Forces, special troops(services) (embroidered on the day of senior officers and golden metal for other categories of military personnel).
Suit trousers are worn untucked with low shoes, shoes or tucked into high-top boots.
On the caps and caps there is an insignia for belonging to the executive authorities, where the law provides for military service (golden-colored cockade), and for senior officers, in addition, the visor and band of the cap with golden-colored embroidery.
On the caps of senior officers of the ship, along the outer edge of the visor there is a metal ornament in the form of laurel branches.
Military personnel with a set of uniforms are allowed to wear berets of the established colors, and military personnel of the Navy, in addition, are allowed to wear white summer caps.
Instead of T-shirts, servicemen of the Airborne Forces and the Navy wear vests with blue and blue stripes, respectively.

2. Allow for a three-year period to mix items of existing and new military uniforms in accordance with Appendix No. 3 to this order (distributed separately).

3. The heads of military command and control bodies, in the prescribed manner, prepare proposals for amending the relevant legal acts in connection with the approval of the Rules for wearing military uniforms and insignia of military personnel of the Armed Forces of the Russian Federation, departmental insignia and other heraldic insignia established in the prescribed manner, and Rules for wearing a special ceremonial military uniform for servicemen of the honor guard of the Armed Forces of the Russian Federation.

Rules
wearing military uniforms and insignia of military personnel of the Armed Forces of the Russian Federation, departmental insignia and other heraldic insignia established in the prescribed manner

I. General provisions

1. Military uniform is an integral attribute of military service, determining the membership of military personnel in the Armed Forces, increasing their organization and discipline in the performance of military service duties.

2. Rules for wearing military uniforms and insignia of military personnel, departmental insignia and other heraldic signs established in the prescribed manner (hereinafter referred to as the Rules) - the established procedure for military personnel wearing items of military clothing, military shoes, military equipment, state awards, insignia military personnel, departmental insignia and other heraldic signs.

3. Military uniforms are divided according to the categories of military personnel and types of clothing into dress (for formation and out of formation), casual (for formation and out of formation) and field, and each of these uniforms according to the season - into summer and winter.

4. Military personnel wear the following types of military uniform:

front door - when participating in parades and official events with the participation of troops; on holidays of the military unit*; when receiving state awards; when presenting a military unit with the Battle Banner; when launching a ship entering service, when raising the Naval flag on the ship; when appointed to the honor guard; when serving as sentries to protect the Battle Banner of a military unit. It is allowed to wear dress uniforms on weekends and off-duty;

field - during military operations; during a state of emergency, liquidation of accidents, dangerous natural phenomena, catastrophes, natural and other disasters; during exercises, classes, combat duty (combat service);

everyday - in all other cases.

5. Periodically, but at least once a quarter, including when switching to summer or winter uniforms, commanders of military units conduct drill reviews. Based on the results of these reviews, measures are taken to eliminate the identified deficiencies.

During a temporary stay of military personnel in another military district (fleet, flotilla) or garrison, the dress code for the season established in the given military district (fleet, flotilla), garrison must be observed.

6. Military personnel wear military uniforms according to their branch and branch of the Armed Forces and corresponding to their military rank.

Military personnel of units (up to and including a company and its equals) of military branches, special troops (services) that are part of a military unit, wear military uniforms, sleeve and breastplates established for a given military unit, with lapel insignia of the corresponding branch of troops, special troops (services).

7. Officers and warrant officers (midshipmen) transferred for military service to the central bodies of military command, to the directorates of associations, to military departments (faculties of military training) at educational institutions of higher professional education of the Ministry of Defense and central advanced training courses for officers, may wear military uniform of military personnel of the type or branch of the Armed Forces that they wore on the day of transfer.

Military personnel transferred for military service to formations, military units and organizations of branches and branches of the Armed Forces wear military uniforms of the appropriate type and branch of the Armed Forces.

Military personnel transferred for military service to military command bodies, formations, military units and organizations of the Navy (Navy), in which the military uniform of Navy personnel is established, wear uniforms of Navy personnel.

Military personnel of variable composition of short-term courses (schools) and training camps wear the military uniform in which they arrived for these courses (schools) and training camps.

Listeners (cadets) of military educational institutions of professional education of the Ministry of Defense (hereinafter referred to as the military educational institution) in the military ranks of officers, warrant officers (midshipmen) wear military uniforms of military personnel of the type, type of troops of the Armed Forces, which they wore on the day of enrollment in the military educational institution .

8. In parks, garages, docks, workshops, laboratories, medical institutions, warehouses, airfields, on the territory of military units, on ships, at the direction of commanders of military units, it is required to wear special work clothes, shoes, equipment and protective equipment.

As work clothes and footwear, items of military clothing and military footwear are used that have served the established wear period, but are suitable for further use.

Sportswear and shoes are worn only in gyms and sports fields during sports activities and competitions.

A special uniform for internal, garrison and guard duty is announced by the head of the garrison (senior naval commander).

Insignia of military ranks of military personnel are worn only on established items of military uniform.

9. The procedure for wearing shoulder straps (epaulets) and insignia of military personnel is defined in Appendix No. 1 to these Rules.

10. The procedure for placing state awards, departmental insignia and other heraldic signs on military uniforms is defined in Appendix No. 2 to these Rules.

11. Options for wearing military uniforms are given in Appendix No. 3 to these Rules.

II. Uniform of military personnel (except for military personnel of the Navy)

IV. Features of wearing military uniforms

30. Astrakhan fur hats are worn with a golden-colored cockade, colonels with a gray cap, senior officers with a red cap (in the Air Force (Air Force), Airborne Forces and Space Forces - blue).

Astrakhan hats with a visor are worn with a golden-colored cockade.

Astrakhan fur hats with earflaps are worn with a golden-colored cockade when performing tasks to protect facilities of the central apparatus of the Ministry of Defense.

Fur hats with earflaps are worn with a golden-colored cockade; in field uniforms, with a khaki-colored cockade.

Wearing fur hats with ear flaps with lowered earflaps is permitted at an air temperature of -10°C and below, and with earflaps tied at the back - when servicing weapons and military equipment, during household work and as directed by the commander of a military unit (unit). With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

Woolen caps are worn with a golden-colored cockade, with a red band (in the Air Force, Airborne Forces and Space Forces - blue, in tank, artillery, anti-aircraft missile, automobile, engineering, topographical, technical, road troops, strategic missile forces, communications troops, radiation, chemical and biological protection, fuel service - black) and red piping (in the Air Force, Airborne Forces and Space Forces - blue); in the Navy - with a black band and white edging.

On the crown of the blue woolen caps there is a golden metal Air Force emblem (for senior Air Force officers - embroidered with 5% gold plating).

Field caps (Panama hats) of camouflage colors are worn with a khaki-colored cockade, and in the cases established by these Rules, when the field uniform is used as an everyday uniform, with a golden-colored cockade.

Woolen caps are worn with a golden-colored cockade, with red piping (in the Air Force, Airborne Forces and Space Forces - blue, in the Navy - white).

Cotton caps are worn with a golden-colored cockade.

Astrakhan berets and woolen berets of protective color (in the Air Force and Airborne Forces - blue, in the Navy - black) are worn with a golden-colored cockade.

Astrakhan fur hats and astrakhan hats with a visor, fur hats with ear flaps, wool caps, summer caps, field caps and Panama hats are worn straight, without tilting. Caps, berets and peaked caps are worn with a slight tilt to the right. In this case, the visor of an astrakhan hat with a visor, a woolen, summer and field cap should be at eyebrow level, and the lower edge of an astrakhan fur hat, a fur hat with ear flaps, a peakless cap, a cap, a woolen beret and a Panama hat should be at a distance of 2 - 4 cm above the eyebrows.

When wearing hats (except for astrakhan hats, astrakhan hats with a visor, astrakhan berets), military personnel wear two needles and threads of white and protective (black) color, which should be located: in fur hats with ear flaps - under the visor; in woolen and summer caps, caps, peakless caps and Panama hats - under the forehead; in field caps and wool berets - under the flap to cover the fastening of the cockade.

Woolen caps are worn with woolen coats for female military personnel, navy blue woolen jackets, woolen sweaters, jackets, dresses and shirts (blouses) of established colors.

31. Senior officers (except for the Navy) wear woolen coats with red piping (in the Air Force, Airborne Forces and Space Forces - blue).

32. Black woolen tunics are worn with the top button buttoned or undone (with sides in the form of lapels); navy blue woolen tunics are worn without a shirt and tie.

Woolen jackets (except for summer woolen jackets) are worn by Navy officers (except senior officers) in full dress uniform with golden-colored metal ornaments in the form of laurel branches and anchors 34 mm high, entwined with golden-colored ropes. The branches of the ornaments are placed at a distance of 3 mm from the edge and departure of the collar, the anchors - at a distance of 10 mm from the inner corner of the branches.

Midshipmen and warrant officers of the Navy wear woolen jackets (except for summer woolen jackets) in full dress uniform with metal anchors 34 mm high, entwined with ropes, golden in color. The anchors are placed at a distance of 10 mm from the corner of the collar.

Woolen sweaters are worn outside the uniform over a shirt (blouse) with a tie.

Uniforms (flannel) are worn tucked into woolen trousers. The jackets of naval suits are worn not tucked into the trousers of the naval suit. It is allowed to wear uniforms and naval jackets without vests in hot weather.

33. Woolen trousers are worn by officers and warrant officers:

sea ​​green with piping (senior officers - with piping and stripes) red;

blue with piping (senior officers - with piping and stripes) blue or without them;

protective color with piping (senior officers - with piping and stripes), red (in the Airborne Forces and Space Forces - blue) or without them;

black without piping and stripes, senior officers of the Navy (except for admirals) wear with piping and stripes of red (in the air force and air defense of the Navy - blue) color;

white without edging or stripes.

34. Shirts (blouses) with long sleeves are allowed to be worn:

with a tie, without a woolen jacket (woolen jacket, summer woolen jacket, woolen jacket, woolen sweater) with summer (in office premises - with summer and winter) dress and casual uniforms;

with the top button undone, without a tie, without a woolen jacket (woolen jacket, summer woolen jacket, woolen jacket, woolen sweater) with casual clothing in office premises (only for officers, warrant officers, midshipmen, female military personnel).

Shirts (blouses) with short sleeves may be worn with the top button undone, without a tie, without a woolen jacket (woolen jacket, summer woolen jacket, woolen jacket, woolen sweater) or with a tie for summer dress and casual wear.

35. Black ties are attached to a shirt (blouse) with a gold-colored fastener, between the third and fourth buttons from the top.

36. Winter field jackets are worn with or without a muffler. It is allowed to wear winter field jackets with the top button undone, without insulation, and in inclement weather - with a hood, and also without a waist belt.

It is allowed to wear winter field jackets with summer field uniforms.

Winter field trousers are worn tucked into high-top boots.

37. Summer field jackets are worn tucked into summer field trousers), with the top button buttoned or undone (with sides in the form of lapels), with a hemmed white collar, the upper edge of which should protrude 1 - 2 mm above the collar of the summer field jacket. It is allowed to wear summer field jackets over summer field trousers and without a collar.

In hot weather, it is allowed to wear summer field jackets with sleeves rolled up to the bottom edge of the sleeve pockets.

Summer field trousers are worn tucked into high-top boots.

38. The muffler is worn neatly tucked under the collar of a woolen coat, demi-season jacket, demi-season raincoat, winter jacket, so that the upper edge of the muffler evenly protrudes above the collar of the specified item of military clothing by 1-2 cm.

39. Gloves are worn in winter uniforms for formation. In other cases, wearing gloves is not necessary.

40. Ceremonial belts are worn by:

over woolen coats, woolen tunics, woolen jackets;

under woolen jackets and summer woolen jackets.

42. Socks are worn in a color that matches the color of military boots.

43. Cloak-capes of camouflage colors (in the Navy - black) are worn by military personnel in inclement weather over military clothing. It is allowed to wear a cape in a bag to carry the cape on a belt over your shoulder.

44. Field bags are worn on the left hip on a belt worn over the right shoulder over items of everyday and field uniform.

45. Navy officers and midshipmen wear daggers on their ceremonial belt on the left hip, the handle is at the level of the hand.

46. ​​Military uniforms must be worn by military personnel of the established types, in good working order, clean and ironed. Trousers must have longitudinal ironed folds on the front and back halves of the trousers (except for the trousers of summer field suits). On other items of military clothing, folds are not ironed out.

Items of military clothing are worn with all buttons (except for the cases provided for by these Rules) or buttons, and a demi-season raincoat, in addition, with a belt fastened with a buckle.

47. Military shoes when wearing military uniforms must be of the established type, in good condition and cleaned; boots (except for female military personnel) must be carefully laced.

48. Military personnel are prohibited from:

wearing items of military uniform that are not permitted for wearing state awards, insignia of military personnel, departmental insignia and other heraldic insignia of altered or unidentified designs;

mixing items of military uniform with other items of clothing, shoes and equipment not provided for by these Rules;

wearing soiled or damaged items of military uniform;

wearing military shoes with damaged uppers, worn out soles and heels.

8. in the corners of the collars of woolen coats, demi-season jackets, woolen tunics, woolen jackets, jackets of summer field suits (except for senior officers and military personnel of the Navy).

Lapel badges are placed:

on removable shoulder straps - on the longitudinal center line of the shoulder strap, at a distance of 5 mm from the edge of the uniform button;

on sewn shoulder straps - on the longitudinal center line of the shoulder strap, at a distance of 100 mm from the lower edge of the shoulder strap to the center of the emblem;

9. Insignia of military personnel are sleeve and breastplates established in accordance with the established procedure.

4. Woolen caps are worn with a golden-colored cockade, with a red band (in the Air Force - blue, in the Navy - black) and red piping (in the Air Force - blue, in the Navy - white), with 5% gilding sewing on the band, with braided cord 5% gold plated. The Air Force emblem, 5% gilded, is embroidered on the crown of the Air Force cap.

5. A sea green wool jacket (in the Air Force - blue, in the Navy - black) with a red plastron (in the Air Force - blue, in the Navy - black), with gold and red piping (in the Air Force - blue, in the Navy - white ) colors, with 5% gilt stitching on the collar and cuffs.

Sleeve insignia according to the branches and branches of the Armed Forces are located on the outer side of the left sleeve of military clothing.

Sleeve insignia for belonging to a specific military formation are located on the outer side of the right sleeve of military clothing.

6. Wool trousers with boots in sea green color (in the Air Force - blue) with red piping (in the Air Force - blue).

Black wool trousers - without edges.

7. Ceremonial belts are worn over:

woolen coats;

woolen jackets.

Ceremonial belts are located:

on woolen coats - between the second and third rows of buttons from the bottom, and at the back they are placed behind the strap;

on woolen jackets - between the first and second rows of buttons from the bottom, and at the back they lie between two rows of uniform buttons, with the help of which the figured posts are fastened.

8. Military personnel must wear items of military uniform of the established type, in good working order, clean and ironed. Trousers must have longitudinal ironed folds (on the front and back halves of the trousers). On other items of military clothing, folds are not ironed out.

Items of military clothing are worn with all buttons fastened.

9. When wearing a military uniform, military shoes must be of the established type, in good condition and cleaned.

10. Options for wearing special ceremonial ceremonial military uniforms by servicemen of the honor guard of the Armed Forces are given in the appendix to these Rules for wearing special ceremonial ceremonial military uniforms by servicemen of the honor guard of the Armed Forces of the Russian Federation.

III. Wearing shoulder straps by military personnel

11. Officers wear:

12. Conscripts wear:

Permissible mixing of items of existing and new military uniforms

1. It is allowed to wear the following items of the existing uniform:

wool caps, wool caps of khaki color for everyday wear;

summer woolen coats and demi-season jackets in protective (black) color with or without fur collars for formal and casual wear;

demi-season raincoats in protective (black) color for formal and casual wear;

tunics, jackets, trousers and skirts of woolen protective (black) color for everyday wear;

shirts, blouses of a protective (cream) color for casual wear;

white shirts and blouses in full dress uniform;

khaki ties for casual wear;

summer field caps, summer and winter field suits in camouflage colors.

2. Shoulder straps, insignia and accessories on the items of clothing specified (in paragraph 1 of this appendix) are of the existing sample.

In 2010, a new uniform for military personnel was introduced. Rules for wearing it, as well as insignia, have been established.

As before, the military uniform is divided into dress (for formation and out of formation), casual (for formation and out of formation) and field, and each of them into summer and winter. It also differs by type, branch of service and rank.

A description of military uniform items is provided. So, the everyday uniform is protective, gray, blue or light blue, the front uniform is sea green, blue or gray, the field uniform is camouflage. In the navy, the daily uniform is black (cream shirt), the dress uniform is white or black.

Rules have been established for the placement of state awards, departmental insignia and other heraldic symbols on uniforms. The issues of wearing a special ceremonial ceremonial military uniform for servicemen of the honor guard of the RF Armed Forces are regulated.

For 3 years, it is allowed to mix items of existing and new military uniforms.
