Thus, how many people remember themselves in state forms, these forms have always sought to increase the coverage of territories, that is, they carried out globalization on their own basis. Competition got in the way. The main question is the place of this or that people in this historical process.

Actually, all modern conflicts clarify in what capacity certain territories will be presented further. Metropolises and colonies, consumers and donors, administrators and externally controlled ones. Competition for the rights and opportunities of territories, for the status of influential families, is now the only competition even in conditions of formal consensus.

Many great undertakings and imperial nations have long since faded away, while others are, as they say, surviving. The main modern geopolitical trends: the Iranian and Chinese issues (the quality of these territories in a world state), the settlement of Europe with new residents, promising integrity or collapse Russian Federation. Let us note that after the collapse of the USSR, Russia is used by the world state exclusively as a donor territory. Ideologically and economically dependent territory will completely repeat European trends in one generation increments (biblical 40 years).     The landmark event in the history of “globalization” was indeed the activity of Alexander Filippovich. Humanity is now at a decisive stage of its existence, which will determine its further development. This stage is expressed by the presence of a huge amount global problems, the solution of which requires immediate measures. These are problems of water shortage, mineral resources, the North-South problem, the problem of the threat of thermonuclear war and ensuring peace for all peoples, catastrophic pollution environment, decline in biodiversity, global warming, problems of demographic development, social inequality throughout the world, when in some countries people throw away food, while in others there is a catastrophic shortage of this food. And this is not a complete list.

To solve all these international problems, the most in an effective way, it seems, will be the creation of a single world state. This is justified and necessary in a number of ways. Firstly, all international problems will be much easier to solve, since numerous international legal difficulties associated with differences in national laws and different directions of political ambitions of states will remain in the past. For example, international problem drug trafficking. Despite its extensive legal regulation nearby international conventions and treaties, this problem continues to exist and increase in scale. In a one world state, its solution will be facilitated due to the fact that the mechanism for implementing legal norms regulating its aspects will not require procedures for using national legislation, as well as international agreements and other elements that inhibit the implementation of norms.

Secondly, there is a huge source of funding available to solve these global problems. According to the report on global military spending prepared by the Stockholm international institute peace research, in 2012 these expenditures amounted to US$1.753 trillion. For comparison: Russia's annual budget (for 2012) is 0.4 trillion US dollars. If this money were used to solve major global problems, then at least one hundred billion dollars would be allocated to solve each of them. Positive trends in solving these problems, with such funding, would not be long in coming.

Thirdly, our planet is surrounded by outer space, which at any moment can turn it into dust. This is evidenced by numerous studies by astrophysicists and astronomers around the world. According to them, any asteroid with a diameter greater than 10 km, any supernova explosion within a few hundred light years, can destroy our civilization overnight, since we are locked within one planet. This problem can only be solved by combining all the resources of the Earth for a qualitatively new leap in scientific research and active expansion into outer space. In addition, according to research by Stephen Hawking, humanity has no more than a couple of centuries left before depleting the mineral resources necessary for space expansion, which means we need to hurry.

On this moment The development of earthly civilization has reached the level where an almost unified society has formed on the planet. One part of him knows what happened a minute ago on the other side of the planet thanks to his developed information sphere. In addition, most modern societies have the same socio-economic structure - capitalist. Likewise, many states now have the same form of government in their states - a republican or symbolic monarchy, which is essentially a republic. Thus, on planet Earth there is territory and population, as signs of a Unified State. In addition, the world has practically formed a single language and a single currency - the English language and the dollar, with which you can communicate and pay for anything in almost any corner of the Earth. If we talk about the legislation of the United State of the Planet, then it already partially exists, namely today’s international law. Perhaps the only thing missing is the sign of public authority and centralized tax collection, which is impossible without public authority. However, now there are already about 200 public authorities in the world, which means that humanity will be able to organize one more.

In my opinion, the following mechanism for implementing this theory is possible. Firstly, it is necessary to convene international conference, and most likely several, with the participation of all states of the world with the aim of adopting a global constitution or possibly adapting the UN Charter for these purposes. Secondly, it is necessary to change the existing constitutions through existing mechanisms (referendum in the Russian Federation or other methods of changing foreign countries) in accordance with the constitution of the world state.

In addition, it will be necessary to create world government. This should most likely be done on the basis existing system UN, but with structural divisions on every continent. Perhaps these units will be based on existing UN offices. In addition, to facilitate the management system, it will be necessary to create special territorial districts. At the same time, at the first stage it is necessary to preserve the existing government bodies for a more rational and rapid implementation of the instructions of the world government. Perhaps the risk of separatism will increase, but as we know, the formation of new territorial entities in place of old ones does not lead to the unity of a new state. Why has humanity not yet taken any significant steps towards unification? Perhaps we are afraid of mixing cultures. But these are inevitable consequences of the globalization process, which is becoming ever larger. However, this can be avoided by leaving existing cultural traditions unchanged, preserving national and religious holidays around the world. A striking, illustrative example of the unity of different nationalities is Russia, because now on the territory of the Russian Federation the cultures of different peoples exist and are preserved.

Perhaps we are afraid that the developed countries There will be a flood of migrants from undeveloped countries. However, this will not happen if we, having created a single state, create favorable conditions in their home, on their land. After all, it is a rare person who will follow from a blossoming home into an unknown world.

The unification of the world is possible provided that this aspiration is supported by at least 60-70% of the states of our planet. It should arise not only on the basis of one, suddenly manifested problem that will put civilization on the brink of destruction, but on the basis of the complex of problems that were given above. If this is not enough, then humanity will not be able to unite even in the face of one extremely critical problem. This unification cannot be achieved by any ideology or religion, because not a single ideology in the entire existence of mankind has been able to consolidate all tribes, peoples, nations, even on at least one continent. The unifying link between people can only be an idea and faith in it, the idea of ​​preserving a species, the idea of ​​​​the possibility of creating a single state. This theory is feasible, if only because each individual, in the depths of his consciousness, understands that together is better, and the social essence of a person can become a plus here. For the same reason, the new state must be secular, but with the preservation of all existing religions. Undoubtedly, conflicts between some religions will continue, but it is much easier to regulate this hostility within the framework of one state than within the framework of our multipolar world.

According to the theory of the civilizational approach of Arnold Toybi, in its internal structure, civilization consists of a creative minority and an inert majority. The creative minority leads the inert majority to respond to the challenges posed by civilization. The majority tends to “extinguish” the energy of the minority and absorb it. In this case, development stops and stagnation begins. Opinions, both before and now, are divided into two opposing camps: one side believes that the construction of a world state is a utopia, and the other, that it is an inevitable phenomenon of the evolution of mankind. Each point of view is not accidental, because there are a number of reasons that can reasonably prove whether the unification of people into one state is a utopia or an inevitable future.

Some scientists believe that the processes taking place in modern society have strengthened the spirit of supporters of the theory of the world state, for whom it has become a kind of program for the development of society. This is explained by the fact that the need to build a global state is dictated by the needs of humanity; many real forces can contribute to its creation or, conversely, slow down this process, and there are also a number of principles on which it will be based. One of the main ones will be a single world religion, but it should be more simplified, generalized and accessible to understanding by a wide range of people who are completely different in their origin, and, most importantly, in their worldview. Through this religion, human thoughts and motives can be turned away from their own ego and directed towards achieving universal human unity and power. A single state is obliged to provide all segments of the population with education of a quality and scale that surpasses all previous experience. The process of education, in accordance with needs, will continue throughout life, this will contribute to the fact that the residents of a given state will engage in self-education. Extensive employment opportunities when acquiring a certain profession will help to avoid unemployment; in an ideal sense, each person will be involved in the field of activity that is closest and most interesting to him, which means he will make a greater contribution to the development and functioning of the state and society. Such an outcome will contribute to a favorable economic organization of the state, based on the equal distribution of all natural resources; production will be more aimed at general consumption rather than profit-making. state global humanity

It will be possible to talk about the beginning of a new historical era. Also, the main principle will be to reduce the consumption of all natural resources associated with the military-industrial complex, because even the very concept of “defense” will become meaningless. There will be no wars, which means there will be no reason to create weapons, an army and other elements of defense.

There will be a significant increase in the standard of human life, and it will be possible to release a huge potential of talents and opportunities that were previously limited by social injustice. A world state will make it possible to eliminate stultifying, hard physical labor by creating various robots, but this does not mean that people will completely stop working, they will work freely, meaningfully and actively.

Environmental problems, which are particularly relevant in modern society, cannot be ignored. The creation of a world state would mark the beginning of a more effective solution to this problem, since it would be in the interests of people to save the entire planet, and not just separate territory of your state. The protection of animals and endangered species would take on a new meaning, because it would become a problem for the whole world. Economic equality among people would help save the lives of animals from poachers who kill them for their own profit and accumulation of wealth.

Of course, the creation of a global state will entail changes in the sphere of legal proceedings, because the existing judicial system will be unusable. Young people will have to be prepared for the activities of this plan from their school days; this is necessary for the development of insight and understanding of the ailments of the human soul. Such a detailed study will enable an extremely cautious approach to the defendant, and for judges - a more objective verdict. The role of such judicial workers is very great. Most likely, prisons as a form of punishment will no longer be so relevant, because the main form of punishment will be correction through labor and psychological help convicted. It is possible to create specialized institutions, the main function of which will be the correction of the criminal.

As for state management, this system will include the training of personnel who can be true professionals in their field, as well as those with a high degree of interest in the prosperity and smooth functioning of the state.

But, unfortunately, no matter how ideal the idea of ​​a world state is, no matter how many prospects it holds for the development of humanity, I believe that building this form of organizing people’s lives in the foreseeable future is a utopia.

I see the root cause of the dubiousness of this theory in its illusory nature and inconsistency with modern world trends and realities of life. For example, over the past fifty years since even detailed plans for the construction of this world structure began to appear, nothing has changed in the international legal system. Nothing happened that could indicate, if not the beginning of the construction of the plan, then at least the formation of prerequisites for the further evolution of the idea.

In connection with these conditions, it should be noted that the idea of ​​​​building a world state is similar to the equally majestic and, as the experience of a number of countries has shown, illusory idea of ​​​​building communism. Both ideas carry the goal of making all of humanity happy, but this is even theoretically impossible to achieve.

In order to understand and more objectively evaluate the theory of the world state, and at the same time the related theories of world government, world citizen and others, it is necessary to pay attention to its political, social and economic, as well as historical origins. This means that not a single theory that claims recognition and long-term existence arises out of nowhere. Speaking about the theory of the world state, it should be noted that it is closely related to cosmopolitanism. At a certain period of time, some ideas of cosmopolitanism were transformed into the ideas of world law and a world state. However, what is the point of this? After all, the possibility of the existence of a global state in a contradictory world consisting of a huge number of peoples, nations, and states interconnected and interacting with each other is extremely small. The main problem is that this theory does not take into account existing realities modern society, as well as contradictions standing in the way of building a world state.

When developing this theory and making claims about its viability, a number of factors were not adequately taken into account.

And the first of these factors will be the rather contradictory perception of the idea of ​​world unification by different layers of different national societies. In this case, we are talking not so much about the presence of interethnic, class or other contradictions that traditionally exist in every society, but rather about a different type of contradiction that arises from the incompatibility of interests and views on the world and prospects for its further development between narrower groups of people. For example, between supporters of cosmopolitanism and patriots of their Motherland and people, respectively, between supporters of building a world state and its opponents.

The second factor is the contradictions that exist between religious confessions, cultural and everyday ways of different nationalities, which often transform into open confrontation and which do not at all contribute to the formation of some kind of human association, and subsequently the creation of a world state on its basis. In addition to the problems generated by the cultural orientation of individuals and entire nationalities, problems arise that generally call into question the idea of ​​​​creating such a state or, at a minimum, create huge obstacles to its implementation. By these problems it is necessary to understand the difficult to achieve compatibility of such civilizations and their representatives as Eastern and Western culture, as Muslim and Christian worldviews and worldviews, as radical left and radical right ideologies and others. There is also an incompatibility issue Western civilization and Russian civilization, which is justified by the unique development of Western countries and Russia.

The third factor is interstate conflicts that have arisen since the formation of the first states on Earth and in certain periods, escalating to extremes. These circumstances do not at all create a favorable environment for the formation of a world state. This means not only the contradictions between developed and undeveloped countries, but only between highly developed states that set the pace of life throughout the world. Basically, the struggle between countries takes place in economic, technological and financial spheres. The enormous moral and material damage caused by the First and Second World Wars, it would seem, has not been ignored and should contribute to a conflict-free, global state, but in reality everything is not so ideal: the sad experience of loss and destruction is repeated many times.

Also, the negative aspect of this theory lies in the fact that, being created in the interests of the transnational oligarchy and the countries dominating the modern world, as rightly noted by G.I. Thus, I believe that the creation of a world state, at least in the foreseeable future, is an unattainable phenomenon. This is explained by a number of reasons due to the characteristics of the modern world community. Firstly, this is a confrontation between different religious movements that can never come to a common compromise. Secondly, conflicts based on nationality, when one nation elevates itself above others. Thirdly, this is the desire of some, stronger and more developed states to control others, to control all their activities. And finally different attitude to the theory of the world state itself.

If we look at historical facts, we will see two sets of opposing phenomena that excite these two opposing assessments of the idea of ​​a world state.

The human spirit has an uncontrollable desire for pan-humanity and universality. But at the same time we see that nations that create states lay in them various basic ideas of power, each of which has the character of universality, and therefore they cannot organically merge. On the contrary, as development progresses, they become increasingly opposed to one another. In any union of people, as a result of the combined action of many individuals, certain middle lines of further development are formed, which acquire an organic character, that is, an internal tendency to develop the established type of joint existence, according to its internal logic to its final conclusions.

At the same time, the higher the development of various national-state types, the less capable they are of transitioning from one to another. We constantly observe in history that nations and states, once firmly embarked on one or another path of development, are no longer able to change it. Their past determines their future. They are able to act only in those ways that are inherent in their past. Quibus mediis fundantur, iisdem retinentur - says the ancient rule of empirical politics. New type sometimes appears, but only at the cost of the death of the former state. And we constantly see several such different, stable, incapable of merging types of state existing simultaneously in the world.

But with such stubborn stability of individual non-merging types of nationalities and states, unable to give up their individuality and sovereignty, nevertheless in humanity * The unification is undoubtedly developing and strengthening.

* I am not talking about humanity in the sense of a fantastic “collective personality” - Etre Supreme l "Humanite - in which unbelieving thought has created for itself a surrogate deity. Neither “humanity”, nor a nation, nor a state constitute a “person”. The only real person is himself "man". Humanity in this sense does not exist, since it is an abstract concept, and not an "object". But the human race as a collection of individuals exists. It is not a "political reality" only because it has not formed into one common union. And such a connection is logically conceivable if people found general principle authorities on which they could unite.

The human race has not previously formed one union. But some interaction between these hundreds of millions of disparate individuals has always existed, so that even the “history of mankind” appears to our minds. People in their earthly existence, even without knowing each other, move towards some common goal, conditioned by the unity of their psychological and material nature.

The idea of ​​“world history,” which has some common providential meaning and purpose for all humanity, is a religious idea in origin, and even “revealed by God.” Israel brought it into the world, Jewish people, and it is closely connected with the idea of ​​the connection between man and the Divine. In Christianity, “world history,” the history of the entire human race, became even more clear, and in the prophetic visions of the Old Testament seers and in the Apocalypse it even presented a general picture of the existence of humanity from its creation to the end of the world. Of course, the unity of humanity in the common destinies of the world is not state unity. But nevertheless, the very fact of the unity of nature of individuals who, as people, as children of the Heavenly Father, are incomparably closer to each other than as members of political unions - this unity brings each person psychologically closer to all of humanity, more than to his own state. He is brought closer to the state by common power, common interests, and joint activities with citizens. With humanity, it is the very nature of personality. It's such powerful fact psychology, that once religion was discovered before people, it remained indestructible for consciousness even with the loss of religion.

During historical life, this psychological closeness of man with all other people has made enormous strides. And we must not forget that all yours public unions The essence of the phenomenon is fundamentally psychological. Consequently, the growing awareness of the closeness of people among themselves can lead to the unity of the external union. In addition to this internal psychological fact that develops in history, actual relations between all parts of the human race also develop in it.

History is a process of bringing peoples closer together. At first they pressed without even knowing about their mutual existence. Now they all know each other. They had not previously had any relations outside the circle of their closest neighbors. Nowadays, ever-closer ties cover the entire Earth. Previously, people considered foreigners to be enemies, barbarians, “Germans” (non-speaking). Now the same inner dignity is generally recognized in man of all tribes, and contempt for other peoples has been greatly reduced. The idea of ​​universal brotherhood is spread by Christianity even among non-Christians. The commonality of science has become a fact in all parts of the world. Material ties are also growing between the most diverse peoples by leaps and bounds. In short, the actual rapprochement of peoples over the course of history has made enormous progress, and in this respect the pre-Christian world and the Christian world differ beyond recognition. External means - mental, moral and material - for uniting all peoples into certain allied relations have developed to the extreme. The general trend of these facts, of course, strengthens the possibility of uniting people into one world state.

But it is impossible to draw a conclusion from this regarding the emergence of a world state. All this bringing together of different tribes, states and countries of the world creates a certain cultural unity in human life. This does not yet mean state unity.

Unity spiritual, mental, industrial - all these are forms free communication between people. But social and especially state phenomena are unthinkable without general power.

Is it the widely publicized economic crisis, the threat of a food crisis hanging over the people, epidemics, tsunamis, man-made disasters Are they preparing for the coming of a global police state, capable of distributing resources and “shepherding nations with a rod of iron”? Let's think about what the possible parameters of this super project are. Obviously, this state will be based on the idea of ​​segregation. Humanity will be divided into a narrow ruling layer of informed individuals and a dumbing majority, reduced to a state of homogeneous gray biomass. Already, social and other “elevators” have been stopped in many countries around the world. This is especially noticeable in Russia. The collapse of the national education system, the systematic destruction of national culture - is this not the implementation of the project of a world state? The ideology proposed to the masses will probably be some new religious doctrine, based on the mechanical mixing of all religions into one ecumenical, esoteric mix. They will try to spiritually feed the peoples of the planet with this hastily brewed spiritual brew. But what is especially important! Creation new system governance of peoples will be carried out on the basis of the latest media, information and computer technologies. The construction of a world state presupposes the destruction paper money, currently still operating throughout the world, and replacing them with “electronic money”. This will significantly strengthen the system of control over both macroeconomic and local processes on the planet.

Already, electronic cards are being forcibly introduced all over the world, replacing conventional paper passports. Personal identification number, tax identification number, last name, first name, religious affiliation, biometric parameters, biographical data, medical history, driver's license, account number, insurance - all this information is easily placed on a tiny strip of microchip sewn into a rectangular piece of plastic. Such a card will allow the authorities to instantly accurately determine not only financial situation, but also the location of every person on Earth. The next step in this direction, eliminating the loss of the card, should be the so-called sewing or mark on the human body. The same microchip from the contents of a wallet or pocket will become an integral part of the human body itself. Orthodox publicists quite rightly draw attention to the fact that “the most convenient place for such a mark is the right working hand or the open part of the forehead, which is almost always naked and therefore accessible for scanning. Which directly correlates with the famous verse: “And he will make it happen that everyone - small and great, rich and poor, free and slave - will receive a mark on their right hand or on their foreheads, and that no one will be able to buy or sell , besides the one who has this mark, or the name of the beast, or the number of his name. Here is wisdom. He who has intelligence, count the number of the beast, for it is a human number; its number is six hundred and sixty-six.” /Revelation 13, 16-18/

It is clear that a person without a card or without a tag will not be able to buy or sell anything. And also will not be able to receive wages, pensions and medical care. He will not be able to use any means of transport, or generally be in any proximity to civilization. After all, it is quite logical that people without a chip will be outlawed, recognized as robbers, dangerous outcasts and terrorists. When discussing the cumbersome last state, one cannot ignore the notorious “number of the beast.” It is a well-known fact that the most common UPS barcode today, applied to all store goods without exception, contains those same apocalyptic three sixes. It is striking that other official theologians, while recognizing the presence of the “number of the beast” in the coding of goods, do not see anything apocalyptic in this. Like, so what? It is with the beginning of the introduction of the mentioned barcode and electronic cards that we are faced with the literal fulfillment of prophecies about the last times. The Russian authorities make it clear: the adoption of a universal electronic card is not a right, but an obligation of every citizen of the Russian Federation. At the beginning of this year, the Moscow City Duma adopted a law on a mandatory universal electronic card intended for obtaining government services, necessary when applying to executive authorities, when entering educational institutions, to provide free and paid meals to schoolchildren, as well as when attached to a clinic and when admitted to a hospital. It is expected to transfer all types of benefits, subsidies and pensions to the card, place information on benefits, registration of property rights, payment of taxes, duties and fines on it. Why are the Russian authorities so persistently and zealously pushing for the adoption of electronic cards? Perhaps this is the main condition for Russia's accession to the WTO? Or is the desire to hastily impose electronic cards on the residents of Russia dictated by something bigger? For example, a strict directive of a global state?.. The authorities, through an electronic card, will begin to distinguish their wards by an identification number, which is assigned to everyone for life and is preserved posthumously.

This is how hitherto unprecedented public relations, where a person is likened to a numbered thing, a prop. Digital identifier used in new Russian passports, is not a serial number, but a special digital name that replaces a human name, which changes the basis of the legal, social and spiritual status of the individual. Indeed, in the World State, all people will have the same type of digital names. It's about on improving control, management, surveillance, isolation and destruction systems. About the spiritual, social and physical enslavement of the peoples of the planet - an electronic concentration camp. The global project of introducing digital personal identification is being carried out, with varying degrees of lag and advance, in all countries of the world. In some Western countries, implanting chips under human skin has become widespread. So far, patients in mental hospitals and inmates of prisons are subject to forced “chipping.” But trouble has begun! And the Russian authorities decided to support this trend, finding themselves, in a sense, ahead of the rest. The ideology of creating cyborgs is openly stated in official documents of the authorities of the Russian Federation!

These are the signs of the times. Such is the secret but firm tread of the Universal State, familiar to us from the lines of Revelation, written down almost two thousand years ago by the hand of St. John the Theologian on the island of Patmos.
